UNIVERSITY
RESPONSE
We are working in a
constructive manner toward the
maximum understanding of our
circumstances by State officials
and the members of the
Legislature as we seek essential
financial relief. This will be done
in the next few weeks,
particularly at the Budget
Hearings before the House and
Senate Appropriations
Committee. Nevertheless, we
have been for some time engaged
in the most serious internal
efforts to find the ways to
manage the University's budget
situation most constructively. In
the weeks ahead we will
continue to discuss further fiscal
developments with you as we
seek means to cope with this
situation.
It is necessary for us to take
immediate steps to prepare for
the 1973-74 fiscal year. As of
this date, I am placing a
suspension on recruitment for
positions of all types. Formal
offers of employment made
prior to this date will be
honored. Vacant positions may
not be filled for the present
without approval of the Provost
of the University. Administrarive
officers may submit critical cases
to the Provost for his
consideration through
appropriate channels, but I am
asking him to approve only the
most justifiable exceptions.
Temporary appointments of
faculty required to meet
_Spring
Term teaching loads may
continue to be made but
commitments may not extend
beyond the Spring Term. No
new positions will be added to
budgets for the present.
Although I realize how
seriously some programs will be
affected, I, nevertheless, am
asking each unit of the
University to begin to plan now
for the operation of programs
during the next fiscal year at a
budget level which is 94% of
that unit's current permanent
University Funds budget as of
January 31, 1973. Funds so
derived are absolutely essential
together with funds resulting
from increased tutition to cover
those University-wide cost
increases which have been
mandated and are unavoidable.
Some of these funds must
remain available for reallocation
back to those units whose
effectiveness would be the most
drastically imparied by a six per
cent reduction.
In addition to these, there
can be no assurance at this time
of a general wage or salary
increase at the beginning of the

Tuesday, March 6, marked
the last meeting of the Winter
Term for the Chi Gamma lota
Fraternity.
Congratulations were in
order, as the following people
have been elected to the offices
indicated: Dick Smith,
President; Nick Spengler,
Vice-President; Bob Chaapel,
Secretary; and Bill Potter,
Treasurer.
Installation of new officers
will take place at the first frat
meeting of the Spring Term,
Tuesday, April 3. Anyone
expressing an interest in the
fraternity is invited to attend the
meeting which begins at 8 p.m.
at the Middletown American
fiscal year. I particularly regret
that this comes at a time when
most persons in our nation are
experiencing some form of
income imporvement. While we
shall continue to seek means to
finance appropriate wage and
salary increments, at the present
time we have no assurance that
necessary financing can be
obtained.
IN CONCLUSION
This is the financial
circumstance the University
faces--a proposed appropriation
of no additional monies which,
because of fixed, required, or
inflated costs, means a reduction
in program. To meet this
situation: (1) We are taking all
feasible economy steps to meet
unavoidable cost increases from
within existing University
resources; (2) We will make
every effort to achieve some
financial relief from State
sources, which is needed if we
are to be able to provide wage or
salary increments; and (3) The
University will institute a tuition
increase at a level which will
keep to a minimum the number
of students unable to attend the
institution by virtue of financial
hardship.
All of us in the University
community are involved in the
measures to confront this
situation. Each is asked to do
this part. The stringent economy
measures affect most
immediately our faculty and
staff. The tuition increase will
affect our students, and a
further increase is now probably
beyond that already proposed. It
is probably also that there will
be further employee
contributions toward the present
provisions in health care.
The University administration
will work actively and
constructively with the
Legislature and the State
administration so that they have
a thorough understanding of the
facts of our situation and our
earnest efforts to meet the
problem ourselves.
I ask your individual, careful
and thoughtful consideration of
this situation, and your
conscientious cooperation as we
endeavor together to meet these
circumstances effectively and
realistically. Let everyone be
assured that within the
University what we are able to
do we will continue to do well.
We intend now, as in the past, to
be totally accountable for those
funds appropriated to us, and we
want our public to have a full
understanding of the factors and
cooperative attitudes which
underlie these decisions and
administrative operations.

faithful souls who went to the
American Legion on Friday,
February 23, expecting a
Keggar. Due to a
misunderstanding between
concerned parties, the Keggar
could not be held as planned.
Once again, sorry for the
inconvenience.
Having made our mistake for
the year, you may rest assured
that tomorrow nights Keggar
will come off as planned. The
WATCHTOWER will provide the
entertainment form 9 p.m. till 1
a.m. at the American Legion in
Middletown. Come on out and
bring a friend.
