Washington, D. C. (CPS) --
Students returning to higher
rents this year are getting ripped
off, according to the Rent
Advisory Board of the
President's Price Commission.
Students who live in college
owned or operated housing,
however, don't receive the
benefit of the President's
protection, because for some
unknown reason, dormitories do
not fall under Phase II control
guidelines.
There is some rent increase
allowed, but any rent increase
must be explained in writing 30
days before the raise. If the
notification is incorrect, the
tenant need pay no increase in
rent.
The tenant, according to the
Advisory Board, is protected by
local Internal Revenue Service
offices against "harrassment and
eviction."
Rent increases allowable
under Federal Rent Stabilization
include "base rent" (rent as of
August 15, 1971) plus two and a
half percent of the base rent a
year; the tenant's share of
increases in local taxes and
municipal services; one and a
half percent of the cost of
capitol improvements, and the
tenants share of increased
services

IRS Rules
There are some exemptions
from the stabilization rulings:
new units and renovated units
(where renovation cost exceeds
one-half of the undepreciated
cost of fair market value
preceeding improvement) which
were not offered for rent before
August 15, 1971. Units already
regulated by approved rent
control programs are not
covered by federal regulations.
If you are looking around for
a music system in the $2OO price
range you can either go to an
audio specialist (like us), or to a
large home appliance center or
department store. Fearing that
at an audio specialty store you
won't be able to buy anything
for the amount of money you
have to spend, you may well go
first to talk to the nice man who
sold you your refrigerator.

(CPS) After several years of
searching, Mexican police finally
captured that nation's most
wanted criminal, an outlaw
credited with 20 murders.
The outlaw had given up his
wild ways and joined a police
force. In fact, he had just been
promoted to sergeant when he
was arrested.
Football
Tickets Available
Football tickets for the
Maryland (Nov. 4), North
Carolina State (Nov. 11), and
Pittsburgh (Nov. 25) games will
be available for sale in the
Vendorville lobby until October
20. (Tickets for the Maryland
game must be purchased by Oct.
13.)
Student and date tickets will
be sold. Students with activities
cards will receive a $1 discount
on date tickets. Any students
willing to take riders to PSU
games for the cost of gas are
requested to sign up.
Tickets for the All-University
Day buffet and concert will also
be on sale at this time. The name
of the group playing at the
concert is available at the ticket
table.
Students interested in bus
transportation to and from
University Park are to sign up. A
deposit of $3 ($2.25 for A.C.
holders) is necessary. If less than
40 people sign up for the bus,
the money will be refunded.

(CPS) Louisiana Congressman
John Rarick has taken a stand
against the National Commission
on Marijuana and Drug Abuse
for its recommendation that pot
penalties be eased.
Marijuana, he maintains, is
"potentially dangerous to the
human fetus." Rarick claims this
information is from reports he
has read.
Social Comm. Movie Wednesday
The Social Committee is
sponsering another fine film. It
is D. H. Lawrence's "Rabbit
Run" to be shown next
Wednesday night, October 18,
beginning at 8:00 p.m. in the
Auditorium.

watching TV cartoons and

Anjanette Comer is superbly
effective as the semi-professional
with her own shabby brand of
dignity.
"Rabbit, Run," about
immature people caught up
in situations too difficult to cope
with, has the ring of truth in
every scene.
