Thanks to the membership of the
Greater Harrisburg Area Chamber
of Commerce, students at the Penn
sylvania State University’s Capitol
Campus have more opportunities for
part-time jobs this year than in pre
vious years.
More than 300 part-time, off-cam
pus jobs have been made available to
Capitol Campus students by the
Chamber membership, said Richard
R. Schulz, campus placement direc
tor.
In seeking the aid of the Chamber,
Mr. Schulz noted that part-time jobs
are a necessity for many of the un
dergraduate students at the campus.
“Because of depressed economic
conditions in many areas,” he said,
“summer jobs that were counted
upon to help defray the cost of ed
ucation failed to materialize.
“At the same time, reductions in
the appropriation of state and fed
eral funds previously available in
various financial aid programs also
have led to increased dependence on
part-time, off-campus jobs.”
The campus Placement Office has
established a part-time job registry
in which skills, aptitudes and exper
ience are matched with available
jobs.

New SGA Constitution
Up For Plebisite
The Constitutional Revision Com
mittee is presenting the new SGA
constitution to the student body for
ratification.
The new document, assembled af
ter much debate within the commit
tee and the entire SGA, will be dis
tributed among the students so that
they might familiarize themselves
with its content.
Members of the Committee will be
available to explain and discuss the
new constitution at times to be an
nounced and posted.
The new document greatly expands
the scope and powers of SGA and es
tablishes a more comprehensive ju
dicial structure.
All students are asked to familiar
ize themselves with this document
before the election, as it is the foun-.
dation of student voice and power in
the University.

Lucien Cross Resigns Treasurer Post
Patty Patterson Approved by SGA

Lucien Cross, SGA’s treasurer
since last May, resigned his position
recently. Lucien, Lee Levan’s chos
en and supported candidate, ex
plained that since he was leaving
Capitol in January, it would not be
feasible for him to hold the office
now. “I have more work than the
president,” Lucien commented.
SGA President Levan chose Patti
Patterson to replace Lucien, because
of Patti’s interest in the position,
her impeccable qualifications for the
job, and her general ability to handle
the funds.
The SGA voted to support Levan’s
decision because they felt that Pat
ti’s qualifications met all standards.
However, certain members of SGA
felt that Levan should have asked
the senators’ approval before ap
pointment, as in the case of other
elected officials.
Chandler Wolf denied the consti
tution stated that elected officials
have to be approved by SGA. There
is a technicality in the Constitution
which arose from the fact that when
SGA treasurer and secretary were
made elected officers, no provision
was made for filling vacancies,
should they ever arise.
The Constitution states that (V 11,2)
Upon resignation or recall of the
Vice-President for social affairs
or the Vice-President for legisla
tive affairs, the SGA president
shall appoint an individual with
the approval of the senate to fill
that office until the next regularly
scheduled election.

The next section (V 11,3) states that
a senator’s vacancy should be han
dled in the same manner.
Some SGA senators felt that even
the most liberal interpretation of
these sections made it only proper
and respectful of the senate that the
President submit his appointment
for approval.
This was not the case. And, in
fact, Levan implied that he didn’t
care whether or not SGA supported
his appointment, his decision was
binding.
In light of this, the SGA elected
to give Patti and Lee a vote of con
fidence in order for regular business
to be conducted.
Kowalski Nominated
To President’s Post
Joseph L. Kowalski, 952 A Kirtland
Street, has been nominated by SGA
President Lee Levan for a position
on PSU President Oswald’s new Uni
versity Council. The University
Council will be composed of four stu
dents, four faculty, and four admin
istration members. It will meet
regularly, hopefully every two weeks
with Oswald on university matters.
Mr. Kowalski is one of five nomin
ees from the Commonwealth camp
uses of the Penna. State Universi
ty. One of the five will be chosen to
serve on the University Council. The
other three students will be two un
dergraduates from University Park
and one graduate student from any
of the graduate centres.
