State Of Union - Prelude To Showdown By Justin Panson Those of you who watched President Reagan's third State of the Union address can certainly agree that the President lacks nothing in the way of communica tion skills. He is personal, charm ing, and poised; but the substance of this State of the Union address is what really matters. This year's speech, not unlike any other, was laced with the Financial Aid Applications Ava Applications for financial aid for the 84-85 academic year are now available in the Financial Aid Office, 2nd floor Administration Building. Students are urged to file their applications by February 15, 1984 to assure consideration for all aid programs. Listed below are the applications required and filing deadlines for both Penn sylvania and Out-of-State students. Questions concerning the financial aid process may be addressed at the Financial Aid Of fice, or by consulting the financial aid bulletin board located on the 2nd floor of the Reed Student Union. A. Pennsylvania State Residents 1. STATE GRANT-FEDERAL GRANT APPLICATION For the 1984-85 academic year, PA undergraduate students should complete the STATE GRANT-FEDERAL GRANT APPLICATION to be considered not only for STATE and FEDERAL AID, but also for UNIVERSITY ADMINIS TERED AID in conjunc tion with the University FINAN CIAL AID APPLICATION. To be assured consideration for the University administered aid, the STATE GRANT-FEDERAL GRANT application should be submitted by FEBRUARY 15, 1984. 2. UNIVERSITY FINANCIAL AID APPLICATION This form must be filed in con junction with the STATE GRANT-FEDERAL GRANT ap plication in order to be considered for all types of University aid (SEOG, NDSL, CWSP). The fil ing deadline is APRIL 2, 1984. 3. UNIVERSITY ACADEMIC SCHOLARSHIP APPLI CATION ...There are approximately 320 phones from which one can make local calls, and there are approximately 15 phones from which one can make collect, credit card, person-to-person, and station-to-station calls ... ...The. In election years these speeches also tend to be far more political than usual, as talk of bipartisan support resembles nothing more than a superficially polite dialogue between bitter rivals. So what did our President really have to say? FINANCIAL AID FORM (FAF) For the 1984-85 academic year, out-of-state students must file the FAF in order to be considered for_ FEDERAL AID, as well as UNIVERSITY ADMINIS TERED AID in conjunc tion with the UNIVERSITY AID APPLICATION. To assure con sideration for the UNIVERSITY ADMINISTERED AID, the FAF, should be submitted by FEBRUARY 15, 1984. 2. STATE AID The following states allow their aid to be used in Pennsylvania: Connecticut, Delaware, District of Columbia, Massachusetts, New Jersey, Ohio, Rhode Island, and Vermont. Students from these states should file for aid by the various deadline designated. Ap plications are available in the Financial Aid Office. 3. UNIVERSITY FINANCIAL AID APPLICATION and UNIVERSITY ACADEMIC SCHOLARSHIP APPLI CATIONS. Applications and deadlines are the same as for Pennsylvania residents. Students must submit financial information by using the FAF by February 15, 1984. IMPORTANT The above applications should be submitted as soon as possible. Compared to 1980, I must say that a lot of the figures we are receiving look encouraging. Remember two things though: Nothing lies like statistics; and encouraging is a highly relative term. President Reagan went on to announce a decade-long program aimed at setting up a continuously manned space station. This is a very good idea, but I don't know where the funds for such an elaborate installation are going to come from. Furthermore, it may have been introduced at this time . in order to keep peoples minds from more pressing issues of the day. He sounded more objective than ever in speaking of US- Soviet relations. Even a special LIAS System Introduced In Library by Edward J. McCloskey The conventional card catalog system in the Behrend Library will be slowly phased out with this week's introduction of the LIAS system. The LIAS system, short for Library Information Access System, will be located where the browsing collection used to be found. Two computer terminals with access to every Penn State holding will be within finger tip's reach. In addition to books from each campus library, LIAS will supply the user with information concerning all periodicals stored at the Pattee Library. Mary Sellen, head Librarian, explained that the highest priority for the LIAS system was to make it user friendly: and the system is just that. With a few basic com mands, a student or faculty member can locate the same infor mation that would appear on a conventional card -- subject, author, title, and the like. With LIAS though, the user does not have to contend with cumbersome drawers, jump from drawer to drawer, or put up with similar hassles. Also with LIAS the screen will display whether or not the desired text is available for circulation. The Behrend LIAS system will have a command to list Behrend only holdings as well as all Penn State holdings. While no true pulse of this nation can be taken, the State of the Union ad dress not only represented a tradi tional check, i.e. balance, between branches of our government, it set the tone for the upcoming Presidential . campaign. Beginners are also encouraged to ask the stu- Tax Booklets Available by Sharyn Phillips • The end of January marks the time for employees to think about filing their income tax returns. Persons filing for the first time or wishing to use a different form need the specific instruction booklets and forms for their per sonal use. These forms can be found in the Library. The Behrend Library has copies of instruction booklets for 1040, 1040 A, 1040EZ forms, and other publications such as the employers tax guide, farmers tax guide, tax information for direct sellers, and tax payers' guide to IRS information,' assistance and publications. In addition, there are three workbooks: "Your Federal In come Tax" for individuals; "Tax Guide for Small Business" in cluding income, excise, and employment taxes for individuals, Snow piles cover Behrend Campus. ' Along with these booklets there is a thee ring binder, "Reproduci ble Federal Tax Forms for Use in Libraries," containing copies of all forms and schedules on glossy paper that can be xeroxed and us ed as part of the official return. This binder contains 1040, 1040 A and EZ, 1041 and all the addi tional, schedules, estimated taxes, partnership, corporation, shareholder, employee business expenses, sale of residence, multi ple support, and many other forms. They can all be photocopied and used for filing income taxes. These booklets and forms are on the New Book table for anyone who wants to come into the library, make copies, and file their taxes before April 15.
