NASA Chief To Visit
Science majors, particularly
Computer Science majors, will
have their days April sth through
the 7th, when NASA chief Dr.
Robert Chapman comes back to
Behrend College.
Dr. Chapman went to Behrend
for two years before completing
his Physics degree at University
Park. Dr. Chapman went to the
University of Michigan and then
Harvard for his graduate work,.
receiving his PhD from Harvard
in 1964.
Currently, Associate Chief of
NASA's - Laboratory for
Astronomy and Solar Physics,
Dr. Chapman has been active in
the recent Space Shuttle pro

Dr. Chapman has written ex
tensively on the subject of solar
physics and astronomy. He is the
author of two books and over thir
ty articles on these subjects.
During his three-day visit, Dr.
Chapman will visit a Humanities
- -class, and classes in the Natural
Sciences and Engineering
Division.
- On Tuesday, April 6, Dean
Lilley will present Dr. Chapman
with a Medallion Award, the most
prestigious award given
. by the
Pennsylvania State Univer,sity.
Of particular interest to all
students will be Dr. Chapman's

lecture on the recent Skylab and
Space Shuttle missions. The talk
will be accompanied with slide
photos of these recent missions.
The lecture is tentatively
scheduled for Tuesday, April 6, in
the Reed Lecture Hail.-
Dr. Chapman will be in
residence for three days. April
sth through the 7th. Additional
opportunities are being planned
for students to meet with Dr.
Chapman.
The Division of Natural
Sciences and Engineering hopes
that both science and non-science
oriented students take advantage
of Dr. Chapman's forthcoming
visit.
Congressman Speaks
Congressman John
Leßoutillier, a Republican from
New York's 6th District, said
Monday night that he supports
federal loans for students, but
thinks the loans should be "tied to
performance and attendance."
Leßoutillier, invited to
Behrend as part of this year's
culture series, commented on the
student loan issue in a speech in
Reed Lecture Hall.
"If students demonstrate a
need (for student loans)," he
said, "I want to see them get it."
The Reagan Administration
proposes to cut student loans to
graduate students. The proposal
will make students pay back any
loans while they are still in
school, rather than repay them
after graduation. Leßoutillier
described the new system as
"physically impossible" for
graduate students.
Regarding the draft he said,
"I'm not personally opposed to

a need ... We don't need a draft in
America, at least not in the
foreseeable future." -
Leßoutillier 'calls for
escalating the earnings of pre
sent military servicemen and
women. "The key problem is
keeping them in ... Once we train
sophistiCated technicians, we
lose them for economic reasons.
They have to make a living."
He feels that the only viable
solution is to pay military person
nel on a comparable basis to what
they would earn in industry.
He stated that, "The only other
alternative that I can think of
would be to draft men and women
for 6 to 8 years at a time, but that
would be ridiculous."
As for the ERA Amendinent,
Leßoutillier said, "I would have
voted against it. For me to have
supported the ERA would have
been politically dangerous." He
described the movement as "too
radical."
He attributes the failure of the
ERA to feminists like Bella Ab
zug--and- Gloria Steinem. "The
ERA was beaten the day they let
the feminists run it." He feels
that the ERA would probably
have been more successful if
Award Forms Available
The Dean's Office announces
that forms are now available to
nominate faculty members for
three individual awards.
The EXCELLENCE IN
TEACHING AWARD has been
presented yearly since 1970 to
recognize "that faculty member
who in the opinion of students and
colleagues most truly fills the
role of an inspired and committed
teacher."
Previous recipients of the
award include, since 1970: Philip
lobst, Jeffrey Steinbrink, , Edwin
-Masteller, A. Daniel Frankforter,
Mary Chisholm, Charles Kolb,
Donald Leavers, Michel Small,

However, Mr. Leßoutillier is
not completely against the ERA
movement. He said that he would
support specific laws to ensure
equal pay for equal work for
women.
Moving to his stance on abor
tion Leßoutillier had this to say,
"I can't relate to the abortion
issue ... I'm not a woman." He
also stated that he is against
"federally-funded abortions."
Leßoutillier, a co-sponsor of
the Human Life Amendment,
which if adopted would make
most abortions unconstitutional,
made exceptions in the cases of
rape, incest, or in cases where
the mother's life is in danger.
Congressman Leßoutilliee
serves on the House Foreign Af
fairs Committee. He is "disap
pointed with Reagan's foreign
Policy.'.' He described Alexander
Haig as a "living disaster, a
belligerent general who is out for
himself."
Leßoutillier feels that Haig and
Weinberger are a hindrance to
Reagan and that they consistent
ly give the President bad advice.
On the subject of the Soviet
Union, he said, "I believe the big
gest battle in our lifetime we will
fight is the battle of ideas against
the Soviets.
"The best weapon to combat
the Soviets is communication,"
he said. "We must bring corn
munication into the homes of the
people in - the Soviet Union that
they are not presently allowed to
get."
Leßoutillier feels that we must
unite with the Soviet people "to
cause another Poland in the
Soviet Union."
Regarding the present situa
tion in El Salvador, the con
gressman replied, "After Sun
day's election, whichever side
wins will be the legitimate
government of El Salvador."
After the election Leßoutillier
feels that the United States
should pull out of El Salvador. He
stressed that other countries
should also stay out of El
Salvador, leaving the country to a
policy of self-determination.
