The movie is based on a comedy written by Carl Zuck mayer in 1931. The play is ironically subtitled 'A • German Fairytale'. The plot is centered around an incident which oc curred in the Berlin of Wilhelm 11 and served Zuckmayer to ridicule German militarism. .A cobbler, Wilhelm Voight, tries to obtain documents required for finding work and fights a losing battle against officialdom. At last he decides to enter the townhall in the guise of a captain, with the sole object of obtaining a passport to leave the country. The arrogance of the military caste and the narrowmindedness of Prussian bureaucracy are illustrated in sharply profiled types. In Zuckmayer's hands, the story becomes an attack on the revival of the militaristic spirit marking the final phase of the Weimar Republic.
