Modern astronomer's view
BEHREND--George R. Carruth
ers, senior astrophysicist at the
Naval Research Laboratory in
Washington, D.C., may never
have been to the moon, but his
fingerprints are on several
experiments taken there and
beyond.
Dr. Carruthers will share a
modern astronomer's view of the
final frontier Friday, April 21, at
7:30 p.m., in Room 101 of the
Otto Behrend Science Building at
Penn State Erie, The Behrend
College when he looks at "Space
Astronomy Studies of the
Interstellar Medium and of Star
and Planet Formation."
"One of the major unsolved
problems of modern astrophysics
is that of the formation of stars
and plants, in general, and, of
specific interest to us, the creation
of our earth and solar system some
4.6 billion years ago," Dr.
Carruthers says. "My talk will
focus on space-based observational
techniques, particularly
observations of other planets and
comets within our solar system
which provide different

Papaya" will be shown on
Tuesday, April 25, at Penn State
Erie, The Behrend College. The
fifth and final entry in the
College's 1995 Women's Film
Series, it will begin at 7 p.m. in
Reed Lecture Hall, Reed Union
Building.

perspectives on the origin of our
solar system."
Dr. Carruthers will look at
recent developments allowing for
better observation including
interplanetary missions such as
Voyager and future space missions
currently in the planning stages.
Dr. Carruthers' visit is part of
the Harlow Shapley Visiting
Lectureships in Astronomy, a
national program which allows
professional astronomers to visit a
wide variety of colleges and
universities. Harlow Shapley was
President of the American
Astronomical Society from 1943
to 1946. His research proved that
our sum was not the center of our
Milky Way system.
The strides taken in the 50 years
since Shapley's presidency are

Carruthers, for instance, obtained
the first detection of interstellar
molecular hydrogen through a
sounding rocket experiment in
1970. Hew was the principal
investigator of the Apollo 16
Lunar Surface Far Ultraviolet
Camera/Spectrograph experiment

in 1972, and was co-investigator
for flight of a modified version of
this instrument on the Skylab 4
mission in 1973. Most recently,
he served as the principle
investigator for the Spartan-204
Far UV Imaging Spectrograph,
flown on the shuttle this
February.
His professional honors are
numerous and include an
exceptional scientific achievement
medal from NASA for his work
on Apollo 16 and, in 1987, a
Black Engineer of the Year
Technical Contribution Award.
He has served on seven NASA
committees and is currently a
member of the Council of the
Smithsonian Institution, and the
Advisory Board of the Center for
the Study of Terrestrial and
Extraterrestrial Atmospheres at
Howard University.
Dr. Carruthers' speech is free
and open to the public.

shown in Vietnamese with
English subtitles. The Penn
State-Behrend Women's Film

At the April 12 Student Gov
ernment Association meeting,
budget recommendations were
disclosed.
Major cuts were made in the
budget for regional speakers,
travel expenses, recruitment
parties, and off-campus activities.
A list of all requests and
recommendations are listed in
this issue of The Collegian.
The rationale behind each of
the budget committee's
recommendations will be sent to
each club and organization.
These lists will also be posted
in the SGA office. All questions
and concerns related to the budget
recommendations will be
addressed at the Wednesday, April
19, 1995 SGA meeting.
There was a motion to amend
Sections 3 and 4 of the
Constitution.
If accepted, the section will
require Resident Senators to
attend all Joint Resident Council
meetings, and will require
Commuter Senators to attend all

Commuter Council meetings.
The motion was automatically
tabled until next week's
meeting..
With 80 percent support, a
change in weekend quiet hours
will be instituted. Students may
vote to keep quiet hours the
same, or change them to 11
p.m., or 12 midnight.
Concerned students can vote
every Tuesday at 8:30 p.m. in the

Commuter Council elections
will be held on April 26 at 12
noon.
The Panhellenic Council held
it's elections last week. Julie
