Pursuant to a resolution passed by the Republi can County Committee in session Friday June 24, 1881, the Convention of the Republican party for 1881 will convene at the COURT HOUSE in TOW ANDA BOROUGH on TUESDAY, SEPTEMBER 0, at ONE O'CLOCK, P. M., to make the following nominations for county officers, to wit: One person for Sheriff. One person for Prothonotary, &c. One person for Register and Recorder, &c. One person for Treasurer. Two persons for County Commissioners. Two persons for County Auditors. And for the transaction of any other business that may come before the convention. The Committees of Vigilance of the several elec tion districts will call primary meetings at the usual places of holding Delegate elections for their re spective districts, for SATURDAY, SEPTEMBER 3D., 1881, to elect by BALLOT two delegates to represent each district in said county convention. The delegate elections in the BOROUGHS will be organized at SIX O'CLOCK, P. M., ahd be kept open continuously, to close at 8 o'clock, p. m. In the districts of Barclay, North Towanda and Ath ens District No. 3, from FIVE O'CLOCK, I*. M.. continuously until 7 o'clock p. in., at which time they shall close. And in all other townships from TnitEE o'clock, p. m., continuously until FIVE o'clock, p. m.,at which time they shall close. The votes shall then be counted and the result certified by the proper officers of said meetings to the Chair man of said Convention and a copy delivered at once to the delegates elect. The Committees of Vigilance are particularly re quested to give at least three weeks' written or printed notice of the said primary elections, end to carefully observe the above rules in conducting the aid primary raeetingr. The absence of a fractional currency that can be sent through the mails is a great inconvenience from which the pub lic suffers, as well as newspapers, trades men and others who have to transact a small business with people at a distance. The money-order system supplies the on ly relief, but that is expensive and troub lesome. The government should charge no more for a money-order than is abso lutely necessary to pay the expense of the system, and there Is no reason why a man who wants a money order for §5, or sl, should pay as largo a fee as the man who wants one for §ls. There ought to be a graduated scale, or a regular system of percentage. Two per cent would be enough on small sums, and one-half of one per cent on large sums. For example a money order for §1 or §2 ought to be pro cured for a fee of 2 cents, and the sched ule might run as follows : For §3 orders,3 cents, and so on up to §lO, where the \ per cent schedule might begin, giving an order for §l2 for 0 cents, §ls for 8 cents, §2O for 10 cents, and so on. Mr. Money, of Mississippi, introduced a bill in the last Congress, fixing the schedule of rates as follows: Up to §5, 5 cents; §lO, 8 cents; §ls, 11 cents; §2O, 13 cents; §25, 15 cents; §3O, 17 cents; §35, 10; §4O, 21 cents; §45, 23 cents; §SO, 25 cents; §OO, 30 cents; §7O, 35 cents; §BO, 40 cents; above §BO, to 45 cents. This reduces the fees on sums below §SO considerably, particularly in the case of sums below §ls, for which the present fee is 10 cents, no matter what the amount transmitted. The Postmaster (Seneral is said to be studying this question with a view to em bodying a plan for presentation to Con gress in his annual report, and it is to be hoped that whatever recommendations lie makes looking to cheaper rates will be adopted. That young woman of Richmond who was so basely deceived by the villain who obtained her by false pretenses knows now as well as anyone can tell her that she ought to have looked before she leap ed. A woman ought to know a man more than "several days" before she is married to him; and she should know something about him. To marry au ut ter stranger on sight is to "buy a pig in a poke" and, perhaps, get a hog. The settlement of §30,000 on the prospective bride, may have dispelled all doubt and convinced her that she was about to be stow herself on a solid man. Of course there were honorable men in Richmond any one of whom would have made her a good and true husband. But the stran ger with §30,000 (in his mind) to settle on her, won the prize. These wealthy strangers are the best people in the world —to let alone. As a means to prevent further emigra tion the authorities in Germany have pro hibited the posting of posters by emi grant or steamship agents. This will not accomplish the desired result while so many from the father land are already in this country. American citizens are entitled to mail privileges with which even the Gcrma'u Government dare not interfere. Superintendent Davis of the New Or leans Mint reports to the Treasury De partment that he will during the move ment of the cotton and sugar-cane crops put out from New Orleans eight or ten millions of standard silver dollars. The annual demand for the silver dollar is thought to be about to recommence, to be followed inevitably by a backward tiow of the coin into the Treasury vaults, j The Treasury Department has not pur chased the full amount of silver bullion required by law lor coining into sivcr dollars for several weeks past. The cause of this is that the high prices which have been placed upon bullion by dealers have rendered its purchase impossible. The Philadelphia Press has relieved the monotony of the "heated term" by a bold exposure of some of the minor pecula tions ol our State legistatlve officers. The Press is doing a good work and de serves the thanks and hearty support of the people. "Let no guilty man escape." The death of the Secretary of the U. S. Senate will remove a great obstacle to the completion of the organization of that body. The Democrats will not probably continue their factious opposition to the election of officers when the Senate meets in December. Business Cards.
