Sections. The credit of (he commonwealth shall not1
in any manner, or event, l pledged, or loaned to, any in-
dividual, companv, corporation, or association ; nor shall
the commonwealth hercaftee become a joint owner, or

Section 6. The commonwealth shall not assume the
debt, or any part thereof, of nuy county, city, borough, or
township; or of any corporation, or association ; unless
such debt shall have been contracted to enable the stuti; to
repel invasion, suppiess domestic insurrection, defend it
self in time of war, or to assist the stute in the discharge
of any portion of its present indebtedness.
Section 7. The legislatnre shall not authorize any coun
ty, ciiy, borough. tovnhip, or incorporated district, by
virtue of a vote of its Aiuzeus, or otherwise, to become a
stockholder in any company, association , or corporation j
or tu obtain money f ir, or loan its credit to, any corpora
tion, nssociution, institution, or party.

At the end of section seven, some nrticle' insert these
words, "the citv of FhiUulelnhia shall be divided into sin
gle senatorial districts, of contiguous territory as nearly
equul in taxable population as possible ; but no ward shall
be divided in the formation thereof
-Tlie legislature, at its first session, after the adoption of
this amendment, shall divide the city of Philadelphia into
senatorial aud representative districts, in theinunner above
provided; such disti icU to remain unchanged until the
appportionmeut in the year one thousand cight-hundrrd
and sixty-four.
FOURTH AMENDMENT.
There shall bean additional section to the first article
of said constitution, win ah shall be numbered and read as
follows :
Sect st.
The legislature shall have the power to alter, revoke, or
annul, any charter of incorporation hereafter conferred by
or under, any special, or general law, whenever in iheir
opinion it may e injurious to the citizens of the common,
wealth . in such manner, however that no mjurtice shall
be done to the corporators.

The undersigned, members of the committee,
do respectfully report, that we saw the two Safes
originully agreed upon by Farrels &. Herring and
Evans & Watson, placed side by side in a fur
nace, viz: The Safe inuse by the Paymaster of
tne r'hilatlelptiia and Heading Kailroad Compa
ny, inhis.oflire at Heading, manufactured by
Farrels & Herring, and the Safe in use by 11.
A. I.antz, in his Hore, manufactured by Evans
& Watson, and put in books and papers precisely
alike.
The'fire waa started at 8& o'clock, A. M..nnd
kept up until four cords of green hickory, two
cords dry oak and half chesnut lop wood were
entirely consumed, the whole under the superin
tendence of the subscribers, members of the Com
mittee. The Safes were then cooled oil' with
water, after which they were opened, and the
book and paper taken out by the Committee
and sent to tl. A. Lantz s store for public exam
ined and marked by the Committee. The booka
and papers taken from the Safe manufactured
by Farrel d Herring were in our judgment,
damaged fully fifteen per cent, more than those
taken from bvans dc Watsou e Safe.
We believe the above to have been a fair and
imparliul trial of the respective qualities of both
sates.
