Section 7. The legislature shall not authorize nny comi
ty, ciiy, borough, township, or inco pornted district, by

stockholder in nny company, association ,or corporation;

tun, association, institution, or party.

OF NEW COUNTIES.
V No comity shall lie divided by, line cutting off over one
tenth of its population, (either to form a new county or
otherwise.) without the ex pi ess nssenl of such county, by
vote of the electors thereof ; nor ahull any new county
be established, containing lets than four hundred equate

1 THIRD AMENDMENT
From .prion two of the first article of the constitution,
strike out the words, "of the city of riiiladclphta, and of
each county respectively ;" from section five, same article
strike out the words, ''of Philadelphia and of I lie several

"Section 4. In the year one thousand eight hundred

districts, in proportion to the numhei of taxable inhabi
tants in the several parts hereof ; except that nny county
containing at Ica.-t three thounnd five hundred tuxables,
inny be allowed a separate represrntation ; but no more
than three comities, shall be joined, and no count) shall be
divided, in the formation of a ditthct. Any city contain
ing a suincieiit number of taxablcs to entitle it to nt least
two repiesentatives. shall have n separate representition
assigned it, and almll be divided into convenient districts
of contiguous territory, of equal table population as near
as nmy be, each of which districts shall elect one represen
tative." At the end of section seven, snmenrtiele insert these
words, "the city of Philadelphia ahnll be divided into sin
gle senatorial districts, of conlignous territory as nearly
rqunl in taxable population as possihle ; but no ward shall
be divided in the formation thereof
The legislature, nt its first session, after the adoption of
this amendment, shall divide the city of Philadelphia into
aennuirialaud repiesentative districts, in the manner above
provide!; such districts to remain unchanged until the
appporlioumrnt in the year one thousund eighl-humlitd

tend the Burning of the Iron Saei, at Read
ing, lbruary 27, 1857.

The undemiKncd, member of the committee,
do respectfully report, that we aaw the two nfc
nriuinnlly agreed upon by rarrela & llernnzanil
Evans & Watson, placed side by siilo in a fur
nace, viz: The fafc inuse by the Paymaster of
tho rhiladclphia and Hcnduig Railroad Compa
ny, in bis oil ice ot Heading, ninnnlnctiircd by
r arrets & Hemni;, and the Safe in use by H.
A. I.antz, in his store, manufactured by Evans
fc Watson, and put in books and papers precisely
alike.
The'flre was started at 6 o'clock, A. Nt., and
kept up until four cords of green hickory, two
cords dry oak and half che.nut top wood were
entirely consumed, the whole under the superin
tendence of the euhscrilcrs, members of the Com
mittee. 7'lic Safes were then cooled off with
water, after which they were opened, and the
books and papers taken out by the Committee
and cnt to II. A. l.antz s store lor puMic exam
ined and marked by the Committee. The books
and papers mken from the &al'e manufactured
Of r arrets V Herring were in our judgment,
damaged fully fifteen per cent, more than those
taken from Evans & Watson's Safe.
We believe the above to have been a fair and
impartial trial of the respectic qualities of both
Wales.

RAILROAD.
CONNECTS the Heading Rnilroad at Au
burn, on the Schuylkill, (10 miles below
Pottsville.) with the Northern Central R.iilinad,
at Duuphin, on tho Supichanna, and with the
Pr.nnsylvaiiia Railroad at Ruckville, (5 miles
above Harrisburg,) and runs um passenger
train in winter, and two passenger trains in
summer through between Auburn and Harris-
burg, each way, daily, (.Sunday excepted.) on
tunes arranged to connect properly with these
roads; with tho Cumberland Valley and Harris
burg and Lancaster Railroads, ut Harrisburg,
and with the Cultawissa Railroad, and its north
ern connections at Port Clinton.
