nals. We speak of traitors against a free
government., who, beaten at the ballot-box,
refuse to submit tothe will of the majority,
and take up arms, hoping to accomplish by
mice what they failed to achieve by
,other
means.

Of the five millions of rebels, who re
cently made war on the government, not
one has suffered the punishment due to his
climes, unless falling in battle may be ac
counted such punishment. Nor is there a
reasonable expectation that any of them
will be punished. When the democrats
declaim in favor of "The Constitution as
it is, and the laws as they are, - they clear
ly do not imitate those portions we have
juskreferrod to; and the repahlicans, leaning
to lenity and willing to be magnanimous,
are ready to take compassion on the van
quished. This third section, ii it shall be
passed, doubtless provide , all the punish
ment to which the rebels will be subjected.
It is so modetate as to hallentte the admi
ration of mankind.
It is worth while to Ii rot 11 ,

it from the ballot box. All who were or
would be voters, except for participating In
the rebellion, are left so still. Nor is their
right of voting circumscribed to particular

What the third section provides is that
all persons who have held offices, makine
it necessary for them to take oaths to sup
port the Constitution of the United States,
who have taken such oaths, and have vio
lated them, shall not be admitted to offices
of honor or trust again ; but shall, in the
language of ANDREW Jouttsos before his
fall, "take back seats." This is strictly
analagous to proceedings in the Courts Of
Justice. When a man has been convicted
of perjury, he is ever after excluded from
the right to give testimony. The presump
tion is that he cannot be trusted ; that the
rights of the public or of individuals ought
not to be determined by what he might de
pose..

Surely, it is not harsh or vinoictive to
say thesepersons shall not have the chance
to repeat their perjuries. The instinct of
self-protection points to the exclusion of
these men from office, as one of the readi
est, most efficient, and least objectionable
remedies that can lie provided. k The pres
ent attitude of the Southern people attests
the necessity of this provision. It is noto
rious they are not selecting for office men

What more than this the rebels or their
friends have a right to ask it is difficult to
see.. To grant more than this would be to
exhibit not generosity, but weakness ; to
prepare the way for, and to invite, fresh
calamities, on the pretext of remedying ca
lamities already surmounted, and which
have spent their toren.
FUSION-CONFUSION
Three months ago the engineers of the
Conglomerate or Fusion movement, which
has for its object the support of the Presi
dent's Policy, thought their plans so well
laid that success could not elude their grasp.

with each other to denunciations of the

ideas, but are to be tolerated and used
simply as helps to break down the.Eepub-

If, Indeed, it can be—the democrats will
show what they Intend, and march up to it
by the shortest path.
But, not alone in New York does the
JOHNSON movement already give signs of
decrepitude., In the Cleveland Conven
tion there are indications of dissatisfaction
and unrest. The administration programme
for the organization of the body was defeat
ed, and a degree of Independence evinced,
on other points, which show that many
who prematurely committed themselves to
the movement are tired of it and ready to
secede.
THE HON. HORACE MAYNARD, of Ten
nesse°, is a native of Massachusetts. The
Governor of Massachusetts, introducing
him to an audience a few evenings since,
in Boston, said:
"The gentleman whom I shall first in
troduce to yon is at the present moment by
your vote, Mr. Senator, and by the vote of
the loyal members of Congress,
a member
of the Congress of the United States. I
have known him. longer than you have,
fellow-citizens. I have known him under
relations and ties to which you are stran
gers. He whom I shall now um oduce, and
who before, as now, has been a member of
the Congress of the United States, Is a na
tive of my Own county of Worcester. I
greet him, therefore, to-night, as few of
you can greet him. / greet him with the
warmth and heart of a brother. •lie was a
