I have not heretofore considered it expedient
to say very mach upon the proceedings of the.
gentittmen assembled here as llepresentatives
of the various industrial interests of the country,
embracing the pursuits of agriculture, mining,.
and Manufactures, with the object of procuring
some legislation which shall relieve the country
from 'the tippreasive operation of the existing
tariff Lima But as some of their ache have been
made Public, with somewhat more of ostentation,
too, than was consistent with the verSlimited
authority which has been liven to any Italy to
make communications to •the public on the mat
ter, there appears to be no reason for maintain
ing further reserve on the subject. There has
been for more than a mouth past, a considera-
Me number of gentlemen eminent for their con
nection with the manufaituring and producing
interelta in all parts of the country, assembled
here f r consultation with men. of influence is
Ciongreas, representing all parties and shades of
opinion. The result of these deliberations is,
that an attempt for decisive action must be made
this winter; that an effort must be made to place
the duty upon iron on a stable basis, so as to ex
empt it from the fluctuations of the foreign mar
ket, and to give it. about the average protection
contemplated, in the tariff of 1846 making that
degree of protection.. permanent that the dillies
upon woolens and cotton prints shall be raised
considerably; and that if the home valuation be
obtained, to seek such a regulation of the pres
ent mode of appraisement, es-wilt obviate the
effects of certain recent decisions rendering the
foreign valuation authorized by existing laws,
more favorable to the foreigner and more mei=
ass to the honest American trader, as well as to
the manufacturer.
In pursuance of these arrangements, strong
political influences, not confined to any party,
nor to -either geographical division of the country,
has beka brought to bear upon the adverse ma
jority at the Committee of Ways and Means, to
induce them'to report 'some proposition which,
if not what moderate protectionists would be sat
isfied with, may yet serve as a basis lbr action
by the majority of the lower Mouse, in which
alone action on the subject can originator. I re
gret to say, that the expectations based on the
favorable disposition of a majority of that com
mittee, are likely to bedissipated. At this time
I do not think it reasonable to hope that that
committee will make any report at all, or if It
does make one, that it will be . delayed until the
opportunity for action shall have passed. It is
possible that the subject will come up in some
incidental way, so as to be Wrought within the
power Pea bare majority. •

I -would ask, - upon what principle or by what
right, are these appropriations made ni these
western States? Is it that the land lies within
them and that the prosperity of the states con
taining them, requires that the title of the gov
ernment ehould be extinguished? That cannot
be, because bands are given in enormous quanti
ties not lying withiri the states, to be benefited
by these granta. What right has Indiana or Mis
sissippi to land in lowa or Minesota, which New
York or Pennsylvania have-not? The lands are
the property of the nation of .the federal govern
ment, have been bought and paid for, and mea
-1 aged and protected, by the trimaures of all the
I states collected into and disbarred from the
common treasury. It in sheer stupidity to talk
of our having rejected rt. eyes-n 4 of land distribu
tion among the states, while every week or
month weans bestowing upon particular states
territomenough for a European kingdom of the
minor class. We are too apt to think and to say
of what 'consequence is a million or two of acres
of land, when we have fifteen hundred million
of acres, lying in the great western and interior
wilderness,: It should be Imree iu mind that of
these millidns, hardly one oat of ten is it for
use or cultivation, or can ever to made so ; that
hundreds of thmenuitts of square miles together,
consist of trackless sands or desolate mountains
end rock. These granta of course will be lo
thted upon the good lands, and will absorb the
choice selections. Truly agrarianism seems to
be on the march. and the birthright of the vene
rable Old Thirteen and their respectably -aged
though younger sisters is fading from their
sight. •
The bill for the payment of the French Spo
liation claims passed the Senate to day by 30 to
25. These claims hare been fully discussed and
they are undoubtedly just, but as the amount is
so very urge, I doubt exceedingly whether the
House will pass the bill. acstro
