'The September number of Harperg Maga.
e n s is published today. Its most striking ar
ticles are a Trip to Bodie Bluff and the Dead
Sea of the West, illustrated and concluded;
sketches of Social Life in China, with ten en..
gravings; further portions of Dickens' and
Wilkie Collins' new aerial novels; a highly
• eulogistic notice of Dr. Morton, who claims
to have discovered and first applied the use of
: ether as an anaesthetic; sundry novelettes; a
good, sensible paper on Street Education; a
restemS of Captain Gronow's last volume of
Recolleetions and the usual Montblyllecord of
Current Events, with Editor's Drawer (always
genial and readable,) and the famous Easy
Chair, whose faeethe will be found in most of
the.countryPaPers, generally without acknow
ledgment, during the next fortnight. We have
pleasure in stating that Harper is gliding its
Ivey back into the Southern States. (Received

The September number of Godeys Lady's
Book is of more than average Merit, the steel
frontispiece and double fashion-plate being
especially good.
NEW MUSIC,
Lee & Walker, .722 Chestnut street, have been
productive music publishers of late. New A,
B, C series, by E. Mack, is very good, as far as
we can judge from two numbers. Jeff's
Double Quick ( 9 ) Only my Mother," being one
of "Jeff's War Hoops"), is lively and saucy;
President Johnson's Grand March and Quick
step, by E. Mack, are very good, and two eati.
rical pieces (Dixte , s Nurse, and Poor Old Jeff,
the Hero), are good comic songs, suggested by
the crisis. Each of these pieces has a well exe
cuted lithographed title-page.
Soldiers' Families, Soldiers' Rome, &c.
To the Editor of The Press:
Sin: It is truly gratifying to read the local
news of this morning's Press. One society
seems to vie with another, even to jealousy,
in efforts to ameliorate the condition of our
brave soldiers' and sailors' families. While 'I
greatly regret that there should be the slight-
Aest semblance of discord among those who have
the one great idea, still I rejoice that my ap
peals for the last two years, through The PM.4.4,
are about to take tbe very course and form
which I have so often recommended and
earnestly urged. Yet I would say, let not zeal
overcome prudence, or usurp the place of
sound judgment. Let benevolent men and
women pause and reflect most seriously, be
fore the magnitude of such an undertaking as
is proposed or hinted at in your paper of this
morning.
The general impression is, that were this

our city, our State, our country—for it is in.
tended to be national—would eagerly seek ad
mittance within its walls. On this point I may
be excused for saying that I can speak with
certainty, for I can speak with knowledge.
YOu, sir, know that I have devoted nearly all
My time to the relief of soldierh , families. I
have been in their lonely garrets and cellars.
I have heard their sad, sad tales, and have seen
their bitter tears flow over blanched faces,
paled with hunger and anxiety. I hay.e been,
too, in the soldier's home after his return from
the war. There sits the handless soldier with
his young, tender, and pretty wife. Will he
separate from het and take up his abode in
a Soldiers' Home? or will she abandon all that
makes life worth riving for, and let him gol or,
would she even consent, were such provision
made, to go with him and shut herself up
within the walls of such a Home? 'Would you
know Ihe certainty of this I—just ask them and
Son will receive a most emphatic no! I nave
been twice this week to see a dying soldier.
His father had fallen in Grant's cam
paign at Spottsylvania, and there lies
the only son, beside whose dying Couch
a widowed mother wept her bitterest tears.
He is fast sinking, too, with disease contracted
in the army. The Government work on sol
diers' clothing is suspended, on which this
widowed mother depended for a scanty living.
The relief money is also withdrawn. Now,
how could a Soldiers' home meet this easel
For this case I now most earnestly appeal to
you for hundreds of such cases. A Home for
Soldiers, and Sailors, and Orphana Can never
meet the real pressing necessities of the case.
It will do very well in its own place, and,
its such, may be spoken of commendably
but I venture to assert that, after hundreds of
thousands of dollars have been expended on
it, it win not be as eagerly sought by the sol
dier as IS now anticipated ; nor will it prevent
thousands of soldiers' families from still ex
periencing the bitter gnawings of pinching
poverty and want.
/ am truly glad, sir, to see this subject
agitated, and sincerely do I hope that some
wise provision will be made for our brave sol
dier* bat I fear that the spirit of zeal, or
rivalry, or jealousy, or self, may cause thou
sands of dollars to be expended where they
may not be absolutely needed. My intention
is to do good to all such families as above
referred to—to go to their homes, inquire into
their circumstances, and immediately relieve
their wants, so far as the Contributions placed
at my disposal will enable me to do so. I will
have a good and efficient number of co-opera
tors, and appeal to our citizens for contribu
tions of food, Coal, clothing, mpney, to carry on
this humble but needy - work. All contribu
tions sent to " City Pastor" will be thankfully
acknowledged and judiciously expended.

Rome.
Our natiOh has just emerged from one of the
most fearful and terrible rebellions which the
history of the world has ever recorded. In
the suppression of that rebellion the loyal
Press Of the eOlantry has rendered incalculable
aid to the Government, and deserve.* the 'warm
est thanks and gratitude of a grateful people.
Knowing how faithfully that press has stood
by the nation in the dark and trying hours Of
the rebellion,we appeal to it, Mall confidence,
that it will lend its powerful aid now in behalf
of the "brave heroes of a hundred battles,"
and the Orpheus of those who have so nobly
died in defence of thcir country, by publishing
this appeal to theloyal men and women of the
land, in behalf of the "FAM POR THE SOLDIERS'
AND SAILORS' Bonn," to be opened in the Aca
demy of Music, Philadelphia, on the 231 day of
October.
Some of the lady managers of the " Home"
have been travelling through this and other
States for the last two or three months in re
ference to this Fair, and we shall have contri
butions from every hamlet, town, and city in
the State, and every county in Pennsylvania
will be represented by a table, managed and
conducted by some of the citizens of these
comities. Not only this, but there will be con
tributions from other States, and some of
- those States will be represented by tattles,
Over which will preside some of the patriotic
and benevolent citizens of those States. The
expectation is that the fair will be one of ex
traordinary interest, and its pecuniary pro
duct will be a munificent sum.
The ladies are activein the good work ; they
are laboring with surprising industry, and
such is their will and earnestness in the cause
as to make success certain. The work is with
them one entirely of benevolence, humanity,
and patriotism. They freely give their time
and services, without charge, pay, or price.
This Home is a corporate institution, having
been chartered by the Legislature of the State
of Pennsylvania, The Home has been in ac
tive and efficient operation for nearly two
years, during which period it has ministered
extensively to the relief of the wants of a
large number of maimed, diseased, arid neces
sitous discharged soldiers and sailors of the
Union army and navy. The organization of
this Home 25 complete. It hasp assed through
the tea of trial, and has been Mind to meet
the expectations of its founders, and to satisfy
those who have contributed the means for its
support. Its working machinery operates in
the,most successful manner for those unfor
tunate patriots who are the recipients of its
vast benefits. At this time it is full to its ut
most capacity. The necessity for greater
spaee, more extended iteCOMmodations, more
rooms, and all that constitutes a Home on a
large scalp, is every day becoming more
apparent. More applieantspresent themselves
than can be accommodated. To turn them
away is more than painful.
The management of the Home is confided to
a board of managers composed of gentleman,
and to an auxiliary board coro_oced of ladies.

The lady board of managers, for the purpose
of obtaining funds with which to make the
Home co-extensive with the wants of the ne
cessitous discharged soldiers and sailors, have
inaugurated the movement for this-Fair; and
they feel assured that it is only necessary for
the loyal men and women of the country to
- know that it is in progress, to set them busily
to 'work preparing their donations of goods
'and fancy articles, so as to make it -second
only to the great National Sanitary Fair held
-in this city a year ago. We earnestly ask the
proprietors of the press throughout the State
and country to publish this appeal, and we
will Most gratefully acknowledge it an a Con
tribution to the Fair, if they will forward us a
copy of the paper, so that we may duly cre
dit it.
The present Home is situated at the corner
-of Race and Crown streets, but the managers
propose to locate the new Home out of the
city, but contiguous to Philadelphia ; and its
doors will be open to every deserving soldier
and sailor who seeks admission.

In accordance with the provisions of the act of
Congress, approved May ,- 28, 1884. which is in the
words following, to wit:
"AN ACT to authorize the establishment of ocean
mail steamship service between the United States
and Brazil.
"Be it enacted by the Senate and Douse of Repre
sentatives of the United States of America in Con
gress assembled, That the Postmaster General he,
and he is hereby, authorised to unite with the Gene
re! Post-office Department of the Empire of Brazil,
or such other officer of the Government of Brazil as
shall be authorized to act for that Government, in
establishing direct mail communication between the
two countries, by means of a monthly line of first
class American sea-going steamships, to be of not
less than two thousand tons burden each, and of
ffi
eucient number to perform twelve round trips or
voyages per annum hetWeell a port of the united
States, north of the Potomac liver and Rio de
Janeiro, in Brazil, touching at Saint Thomas, In the
West Indies, at Bahia, - Pernambuco, and such other
Brazilian and intermediate port or ports as shall be
considered necessary and expedient; Provided,
That the expense of the service shall be divided
between the two Governments, and that the United
States portion thereof shall not exceed the sum of
one hundred and fifty thousand dollars for the per
formance of twelve round trips Der. annum, to be
paid out of any money appropriated for the service
of the Post-olllce Department.
"SEC. 2. And be It further enacted, That the Post
- General be, and he is hereby, authorized to
invite proposals for said mail steamship service by
public advertisement, for the period of sixty days,
In one or more newspapers published in the cities of
Washington. Baltimore, Philadelphia, New York,
and Boston, respectively, and to contract with the
lowest renonsible bidder for the same for a term of
ten years, to commence from the day tile first steam
- ship of the proposed line shall depart from the
United States with the mails for Brazil: Provided,
That proposals for monthly trips—that is to say, for
twelve round voyages per annum, out and back—
are received and accepted by him. within the limit
as aforesaid, from a party or parties of undoubted
responsibility, possessing ample ability - to furnish
the steamships required for the service, and offer
big good and sufficient sureties for the faithful per
formance of such contract: And provided further,
That such proposals shall be accepted by the Go-•
vernment of Brazil, and that distinct and separate
contracts with each Government, containing similar
provisions, shall be executed by such accepted
bidder or bidders; each Government to be respon
sible only
for for its proportion of the subsidy to be
paid for the service.
"SEC. 8. And be it further enacted, That any con
tract which the Postmaster General may execute
under the authority of this act, shall go into effect
on or before the first day of September, one- thou
sand eight hundred and sixty-five and shall, in ad
dition to the usual stipulations of ocean and man
steamship contracts provide that the steamshipS
offered fer the service shall be constructed of the
best materials, and after the most approved model,
with all the modern improvements adapted for sea
going steamships of the first-class ; and shall, be
fore their approval and acceptance inspection and
Postmas
ter General, be subject to inspection and survey by
an experienced naval constructor, to be detailed
for that purpose by the Secretary of the Navy,
whose report shall be made to the Postmaster Gene
- that the two Governments shoal be entitled to
have transported, free of expense, on each and
every steamer, a mail agent to take charge of and
arrange the mail matter, to whom suitable accom
modations for that purpose shall be assigned ; that
in case of failure from any cause to perform any of
the regular monthly voyages stipulated for in the
contract, a pro rata deduction. shall -be made from
the compensation on account of such omitted voy
age or voyages ; • that suitable tines and penalties
may be imposed for delays and irregularities in the
regular performance of the service according to
contract; and that the Postmaster General shall
have the power to determine the contract at any
time, In case of its being underlet or assigned to
any other party.
...Sao. 4 . - And be it further enacted, That the mall
steamships employed in the service authorized by
this act alhall be exempt from all port charges and
custom - house dues at the port of departure and ar
rival In the 'united States; - Provided, That a similar
immunity from port charges and custom-house dues
is granted by the Government of Brazil.

186 S, for conveying the mails of the United States by
a monthly line of first-class American sea-going
steamships of not less than two thousand tons bur
den each, and of sufficient number to perform
twelve round voyages per annum between a port of
the United States north of the Potomac river and
Rio de Janeiro, in Brazil, touching at St. Thomas,
in the West Indies, and at Bahia and Pernambuco,
111 Brazil, for a contract term of ten years, to com
mence on or before the first day of September. 1885,
and to date from the day the first steamship of such
line shall leave the United States with the mails for
Brazil.
Bidders must designate the United States port of
departure and arrival, and may, at their option,
propose to embrace additional intermediate ports
at Which the steamships shall touch on their out
ward or homeward passages, to deliver and receive
mails.
Each bid should name the time proposed to be oc
cupied in
_performing the passages, each way', be
tween the United States port of departure and ar
rival and Rio de Janeiro, and should he accom
panied by a map or diagram of the route, showing
the intermediate ports at which the-steamships are
to call to deliver and receive mails. Schedules of
the sailing days, stating the proposed days and
hours of departure from each port, as well as the
proposed days and hours of artival, should also ac
eoruany each bid; such schedule. however, to be
subject to the approval of the Post Departments of
the respective countries, and to alteration by said
Departments from time to time as the interests of
the proposed international postal service may re-

American steamers, of the first-class, and before
acceptance will be subject to inspection and survey
by an experienced naval constructor, to be detailed
for that purpose by the Secretary of the Navy.
Proposals must conform in alt respects to the pro
visions and requirements of the aforesaid act, ap
proved May math, UK and must be properly gua
ranteed, with a satisfactory testimonial that the
guarantors are men of property, and abundantly
able to make good their guarantee. The bidder's
name and residence, and the name of cacti member
of tile firm, when a company offers, should be dis
tinctly stated in the proposal.
The acceptance or non-acceptance of the bids will
be determined by tile Postmaster General as soon
as practicable aftei the time limited for their re
ception; but no proposal can be accepted by this
Department unless the bidder is also accepted by
the Government of Brazil, as provided in the afore
said act. And in case of suchjoint acceptance, dis
tinct and separate contracts are to be executed by
the accepted bidder or bidders with each Govern
ment, containing similar provisions, each Govern
ment to be responsible only for its proportion of the
subsidy to be paid for the service,

First Assistant Postmaster General," "Foreign
Desk," with the words Mail Proposals"—"Fo
reign Mails," written on the face of the address;
and they should be despatched in time to be received
by or before the twenty-eighth day of August next,
