APPEAL-UNION VOLUNTEER
REFRESHMENT SALOON.
To the tlitiasns of Phihotelphia : It will be three
years on the 27th day of May, 1564, since the Union Vo
lunteer Refreshment Saloon commenced its operations.
The Committee never have pressed their claims. Nei
ther have they lost sight or the fact that there were
other institutions equally worthy of public confidence
and support; and they have endeavored to discharge
the duties entrusted to them in an honest, economical,
quiet, and unostentatious manner. Up to this time we
have been generously supported by Contributions from
our friends and a portion of the moneyed corporations or
Philadelphia. We have tried to lessen the burdens of
our kind friends by annual fairs in June; the first was a
success; the second comparatively a failure, inconse
quence of the raid into Penusylvania last summer, and
there is no prospect of holding ono this season, as in
tendey. The high price of provisions, and the heavy
and constant demand on our Saloons, have nearly de
pleted our treasury, and as. the signs of the times point
to a series of protracted battles, and as there will no
doubt be still further calls ou our limited resources, we
are compelled to make this appeal to the liberality of
the citizens of Philadelphia cud vicinity for assistance,
otherwise our future usefulness will be very much im
paired.

These Bonds are issued under the Act of Congress of
March Bth, 1861, which provides that all Bonds issued
under this Act SHALL BE REDEEMED IN COIN, at
the pleasure of tire Government, at any period not legs
than nor more tlantArty years from their date, and
until their redemption FIVE PER CENT. INTEREST
.WILL BE PAID IN COIN. on Bonds of not over ono.
hundred dollars annually, and on all other Bonds semi
annually. The interest is payable on the hint days of
March and September in each year.
As these Bonds, by Act of Congress, are
EXEMPT FROM MUNICIPAL OR STATE TAXATION,
their value is increased from one to three per cent. per
mum, according to the rate of tax Mies in yarivaa
parts of the country:
At the prescut rate of premium on gold they pay
- OYER EIGHT PER CENT. INTEREST
in effßency, and are of equal convenience as a perma-
neat or temporary investment
It is believed that no securities offer so great induce
ments to lenders as the various descriptions of U. S.
Bonds. In. all other forms of indebtedness, the faith or
ability of private parties - or stock companies, or sopa
rate communities, only is pledged for payment, while
for the debts of the United States the whole property of
the country is hoiden to secure the payment' of bolls
principal and interest in coin.
These Bonds may be subscribed for in sums from $5O
up to any magnitude, on the same terms, and are thus
made equally avitilable to the smallest lender and; the
largest capitalist. They can be converted into money at
any moment, 4114 the bottler will bare the benefit of the
interest.
The Funded Debt of the United States on which interest
iii payable in gold, on the ad day of MaTeh, UM, waa
51703,965,000. The interest on this debt for the coming
decal year will be $15,937;126, while the customs reve
nue in gold for the current fiscal yermending June sath.

It, will be seen that even the present gold revenues of
the Cloverhment ere largely in excess of the wants of
tho Treasury for the payment of gold interest, while the
recent increase of the tariff will doubtless raise the an

WE HAVE LEARNED NOT TO -BE
astonished at anything. Years of experience, and
a correspondence extending throughout all nationalities
of the habitable globe, have turned theories into facts
and estaplished a basis from which we need not err.
