OBOVRII & BAKER'S NEW SHUTTLE
SEWING NIAOHISR,-PIIICIE,
Ito attention of tailors and other manufacturers re.
pairing the nee of a fast and durable lock•stitch machine,
is directed to our No. 9. This is a new and admirable
machine, operating with the greatest ease, and with but
little noise, and, although but lately put into the market,
is already a great favorite with manufacturers. - It is a
first-clan machine, at a low price.
No macbine over introduced in this city has sold so
rapidly, or given such universal satisfaction. It is very
simple in its construction, easily learned, not liable to get
out of order, works with tine cotton, silk, or linen thread,
equally well ; and the low price at which it is sold places
it within the reach of all who desire a reliable, service
able machine.

however, quit tt e field for the first Radon of Oongreas.
b t the beginning of the second session, in December, 1861,
the army going into winter quarters around Washington,
he then took hts seat, the urgent request of btu oonsit
tuents. In answer to an address from them, he wrote ir
letter boldly denouncing the favoritism and corm - lon
g; by which the ettength of the nation was paralyzed and
its lift•blood orained, at the most critical portoct of the
war." The public robbers made a groat outcry at this
letter, but the Van -Wyck mei other committees soon
proved what Biddle bad been tho first to denounce. In
COWEN he voted for taxes and every measure that could
give real strength to the' Government but on the negro
policy,- which, without strengthening ns, drove every
Southern white man into the ranks of our enemies, and
alienated from us much of the population of the Border
States, he refused to obey the dictation of Sumner and
Lovejoy, and his speech•Lelcanently uttered LITHE snit-
TIMENTS OF A PENNSTLYANIANA'kH A WHITE MAIL"
He labored to promote the eefficiency of the army.
Seven months ego we find Biddle easing:
" / believe we shot!, incur very heavy responsibility
if we should decline to gins what is asked froth us by
persons representing the sentiments of the army, and
representing its. interests and efficiency.. lam as len
sitive as any man to the objection of expense; but in
the great military enterprise in which we are engaged,
we must discard that consideration sometimes. "
CemgresrianaS Globe, March 7, 1862.
On the other band, Wilson, speaking for the Ab
Conies, declared :
t% I have over and over again been in the War Office,'
and urged 'noon the Department* to stop recruiting in
every part of the country. We have had the promise
thet it should be donal yet every day in different parts
of the country, we have accounta of men being raised
and brought forth to fill up the ranks of regiments.
The papers tell us that in Tennessee and other parts
of the country where our armies MVO. we are filling np
the ranks of the army. I believe we have to. day one
hundred and fifty thousand more men under pay of the
Government than we used or can well use. I have no
doubt of it, and I think it ought to be ehocked."-- Con
gressional Globe, March 26, 1852.
Recreating was cheeked,..and we are now reduced to
drafting, after thousands of Philadelphia soldiers have
been slaughtered in unequal conflict.

SECOND CONGRESSIONAL DI S.
TRIOT.—Iu June, 11161, in what wee then the
econd District, the Republicans nominated Mr. O'NEIL.
The Dtmocrats nominated Col. BIDDLE, then away in
military service. They ask. dno pledges from him. The
Philadelphia Inquirer (June 25), and all the Repnblean
papers, opposer' the Democratic nominee. The deirrand
made of him by his opponents was that ho should pledge
himself to their policy (abolition ?). The Press said :
"Col. Diddle has many qualities to commend him to
yomiler favor, but * * * he can scarcely expect to
fully gain public confidence if he does not pledge hint
self to give an unqualified support to the warpoticy of
the Government To all which Got. Biddle replied in a
few lines by telegraph ; • /win give nopartisanpledges ;
Iwill try to do my duly in whatever sphere it may
please God to place me." A no•perty Convention was
called, which nominated another Eepablican, Ron. Win.
M. Meredith, who, however, did not run. 001. Biddle
was elected, and though hie district has since been " ger
rymandered," the independent voters will elect him
again.
Hie course in Congress has been so unexceptionable
that his enemies are reduced to vague misrepresents-
Ron and abuse. They cannot cite a vote or an act that
wee unworthy of a Philadelphia Representative; he
voted with RBGAR CO WAN and ORITTENDRIY, and
the conservative men cf all parties. They misquote his
patriotic [eater, denouncing the vre corruptions in the
NV Dr Department, before th ed I amiss al of Cameron, which,
as every body now knows, wore so monetrcue that men
began to say that the war was to be made a black Re
publican job."
The old Whig journal, the National Intelligence?,
pnblithed at Washington, endorses the course of Cot.
Biddle as follows: . 4 We are pleased to hear that the
lion. Charles J. Biddle has been rarominated by accla
mation for re election to Congress from the Second Dis

peered in the Sunday papers of October 5 :
To THE LOYAL, CITIZENS OF PHILADELPHIA: About
the last of July or the first of August, I, the undersigned,
a conductor on the Second and Third street Railway,
while standing on the platform of my car, in company
with GEORGE GETZ, now a candidate for Otty Con
troller, became engaged with him in conversation relative
to the condition of the country. Getz expressed himself
in a roam er that to my mind proved groats disloyalty.
Be said : 4. The Government ought not to succeed in this
war," and he predicted that "they would get enough of
it before it was over," that war, this was snigger a war
for the benefit of igg.ra, and it was no war for the
Union ;" that he would not aid the Government in the
war by volnnteering. nor would he go if drafted." I, the
undersigned, further say, that since the above conversa
tion, I have repeated the substance thereof to. several
persons, as I felt it my duty as a citizen to expose the
true character of a man whom I deemed unfit to dwell
in a loyal community, and more especially to claim
honors or emolucceats at its hands.
