In respintadto that cal, Pennsyl vania has most nobly done her duty, as Is attested by a hundred thousand of her brave and loyal ions; who are .new In the field sustaining her honor and assisting the •ObVernment in crushing out this traitorous rebellion. The arming, equipping, and sustaining such& large force as this, by our State, has necessarily involved a large eipendituro of money, and caused the vast, increase of" labor and expenditure of this department to whicl4 have •nuded. . . . This deficiency to mainly on the following items, viz: 2'ax on bank dividends. Tax on real and personal estate. Internet on railroad and canal bonds. -The deficiency on amount of taxes le to be attributed to financial embarrassments and great depression of busi. new, caused by the war in which our Government is en gaged. On the 12th of -April last, the Legislature by tt An Act for the better organization of the Militia of. the Common wealth," authorized the Governor to negotiate temporary loam to the amount of live hundred thousand dollars to carry out the provisions of that act. Under this act tem porary loans were obtained from the banks in Philadel phia to the amount of 8475,000. On the 15th of May following, another act was passed, wto create a loan and to provide for armiug the elate." By the provisions of this act the Governor and State Treasurer wore au. thorized wto bortow on the faith of the Commonwealth any sum not exceeding three millions of dollars, and to Issue the bonds of the Commonwealth for the same at six per, centunt Interest per annum, and reimbursable at any time after" the expiration of ten years from their date : Pro-earl, That no certificate should be negotiated at less than its par value." There , being doubt upon the =lndoor some of the members of the Legislature, as also of the officers of the State governm. nt, wnether a six per cent. loan could at that time be negotiated at par, the Governor was authorized by the sixth section of the act of 16th of May, "fee the payment of members, ac., to advertise for proposals for the loan or any part thereof, and allot the loan to the highest and beet bid ders." On exaruir atlon of these two acts by gentlemen conversant with financial matters, as well as by the lion. Attorney General of the Commonwealth, It was de. tided that they did net confer any p. wee to negotiate the loan at lees thin its par value. In this situation of, things,with a civil war existing against the Government; its very existence, as well as the capital of therAtigalui threatened, and Government sixes, under the paallailten existing, selling in the market at fifteen per cent.lbelOw par, it seemed almost useless to undertake the negotiation of our State loan at its par value. In this emergency, by the consent of the Governor, I salted upon two ..f the prominent banking houses of Philadelphia, Messrs. Drexel and Jay (Make & Co., and, after conenitation with them, 'Ley agreed, with the assistance of this De partment, to undertake the negotiation even in the face of all the diffieffities surrounding it ; and, to the credit of Pennsylvania be it Said, that in this dark hour of our country's trial, and in the midst of au excitement such as the sorintrybad never befoieknown, with the credit of the General Government rapidly falling in the market as it then 'was, the citizens and corporate institutions of our Commonwealth most nobly reepondetl to the fervent and patriotic appeal of these genthmen, and vindicated the loyalty and patriotism of our people by subscribing to MO loan at its pars aloe, and netting a most noble exam ple for her Mater Stales, who were to follow her in like appeals to their own citizens. In this connection I can nel fernier expressing the thanks which are due to the banks of the Commonwealth for the promptness and liberality with which they responded to the call for this loan. lint for their subscriptions the loan never could have been negotiated, and I deem it but an act of justice that this acknowledgment ghoul° be made of their valua ble assistance to the State in the emergency then exist lug. s I conceive it also to be my duty to say tnat, in consequence of a doubt existing as to Gm power of the Governor under the act to pay the gentlemen who ren dered such eminent service In the negotiation of this loan, they have never received any commission or remunera lion for their expenses or services, In view of these fade and in consideration of the invaluable services ren dered the State by them, it is toile hoped that the Login banes will rooks prompt prevision for the payment of their conimi,alon, by anthenzlng the Governor to draw his warrant for the same. September, 1801, at which time they are re quired by law to report to the Governor. On the 12th of September an account was presented to the General Government of expenses incurred by our State for , e‘ ar purposes, up_ to the first of that month, amounting, to about 81,515,000. On the 25th of November following 5600,000 was re funded to thefitate, being 40 per cent. on the amount of account thus ptesented. There was, therefore, in the Treasury on the 30th of November, ISO], as follows—viz : Balance or general fund 654,608 31 Unexpended balance nor loans 300,607 91 Amount retundal by General Government. 606,000 00 Cash from the Society of Cincinnati 600 00 Balance in Treasury The send. annual Interest on the State debt, which will beilue and payable on the Ipt of the next month, will amount to nearly one Million of dollars. If no further requisition shall be made upon us, the refunded balanco -in the treasury will then be applicable to the defences of our state, the redemption of her loam, meeting the direct tax of the General Government, or ouch other purposes ' as in the wisdom of the Legislature may seem most • Proper.' The quota of Pennsylvania, under that act,. is. $1,048,710 83. Two modes of pay ment of thistax.to the General Government ore present ed by the provisions of the Oct. One Is, that It may be paid by the citizens of - each State direct to collectors to be appointed by the Genotal Government; and the other teode, that the State may assume and pay the tax and collect It herself from her own citizens. I would respectfully urge upon the Legislature the as. .sumphon and payment of this tea by our State, for ten reasons: First. The innovation 'of Government tax col lectors among our people-would be distasteful to our citi zens, who would anAndttedlymunhitteferto Vey the tax to our own State collectors in-the aired manner. Se condly:- ilecanee the adoption of that course wffi save about three hundred thousand dollars to the State ' as en allowance of fifteen Per cent., is made by the act to all - States Phii will assume the collection °Paid tax. , ;Under the suppeeition that the State will assume the tax, I would respectfully suggest a mode by which our citizens may be relieved from the payment of it for the coming year. By a proviso in the rifty-third section of the act aforesaid, it is allowed that this tax may lee "paid and satisfied, in whole or in part, by the release of any State, duly executed to the United States, of any liqui dated and determined Mann of such State of equal amount against the United States." Being In formed that some action was about to be taken by the 'bondholders to reorganize the company, by a Bale of the canals under the mortgage, I edureased a letter to Cab trustees of the mortgage on the atth of , September, re - questing that they would take no action in reference to a sale without Met notifying me, as the representative of the Internet of the State in the matter. They referred my letter to C. 11. Clark, Esq., attorney for the bond holders, mho informed me by letter that ho wee fully authorized' by the large bondbolders to treat with the State for the bonds she holds, and that it was his anti their desire that the Interests of the State should be properly protected to the same extent as other bondholders." I subsequently had an interview with Mr. Clark, and ascot labial from bins that, In consequence of suits haring been instituted against the company, a receiver had been appointed, and a plan matured between the stock and bandholders to reorganize the company, and that applica tion would be made to the court to grant a decree ornate. The Antall contemplated would result in a substitution of stack for the bonds held by the State, and a reduction or lessor about ten per cent. of the amount of her bonds. I declined to act for IWO:State in the matter, for the reason that I bad no anthoiltr to compromise or make any set tlement rehash would - not realize to the State the full amount of her cleat. Under these circunustances I would respectfully recommend immediate action' upon the part of the Legislature to protect the littered , / of the State in this matter. The burden Of tax ation under nose present system is certainly unequal and unjust. Whether this arises from the Inefficiency of our /awe entirely, or a laxity on the part of assessors, col; lectors, and oilier ofticerit in enforcing their provision., I ern unable to say.,: When the fact is stated (which was alluded to by my predecessor to his last repost) that the valuation of property of all kinds in our State, including money at inbrest, tax on offices, Ac, is one.third less thou that of Oldo,'hod two-thirds less than New York, it Inner he evident to every one, that property in our Hato Is either assessed at a tnere (mil= of its value, or else that a very large, proportion of property escapes taxation altogether. It has been the boast of Pennsylvania for Years, that our rich agriculturnl domain nut our inuneuse mineral wealth and resources, constitute us one of the richest States in the Union, and yet, according to the va luation of our property for taxable purposes, we are com- Daratively ono of tho poorest. From facts which have coins under my owls observation, I am satisfied that it large number of our wealthy citizeue escape taxation telinest entirely by reason of having their wealth mainly, if not exclusively, in bonds and mortgagee, ground rents, and other securities which they fail to return for taxation, and which cannot be discovered by our assessors under the present fu stem, thus throwing en unjust and untstual amount of taxation upon real eatato and other tangible pro perty, and upon those citizens who are faithful and just in the returns they make of their meansaud wealth. This state of things should not exist. Every citizen of tine Cant. mono ealth Is protected alike in' his person and his pro tally by our Government and its laws, and should pay a fair proportionate share of the exaction of the Govern ment from which he receives such protection. By a joint resolution of thtrlast Legislature, the Gov-riaor was authorized to appoint a board of commissioners "to re vise, collate, and digest all acts and statutes relatiog to or tonching the revenue laws." That commissiery was appointed, and it is to be hoped thoy will be ready to report some basic of action during the present suasion. Tbeg leave respectfully to refer to a matter affecting the honor and credit of our State, and to which reference was made by my predecessor in his last report ; I refer to the law taxing her own Imps. At the tune our citi zens responded to the call of the State, and gave her the use of their money, it was with the express agreement and understanding that they were to receive inters at for the same at the rats of five per cent. per annum. Surely, this obligation, on the part of the State, should have re mained sacred and inviolable, and I cannot but think that she suffered in her character and reputation when, without consent of the parties whose money she thus ob tained, she repudiated her obligation by reducing that low rate of Interest still lower by taxation. I cannot but express the hope that the State will do that justice to her creditor?, which they have a right to expect, by repeal ing the law which le thus affecting her own honor and credit. 3,017,045 57 The subject of guarantied interest on loans to the Dan ville and Pottsville Railroad Company is one which should also receive the attention of the Legisl.tnre. balance of interest is yet due to the holders of that loan, and the faith and honor of the State having been pledged for It, she should in this, as well as in all other matters, 'set her citizens an example of unimpeachable good faith ' , by making an appropriation to pay the balance of that interest. Illy predecessor has truly said, t , It would greatly aim. Plify the accounts in tide department if the amount of State taxes rissesstdWaS charged directly to the county." and he might have added it would also save a large amount to the State, for In some counties the taxes have been accumulating for years, until in the aggregate over o half a million remains unpaid._These taxes are handed down from year to year to new Treasurers as they are appointed, and some counties are now behind more than whole year's assessment.
