    Race-llcf.ses Seized.—Yesterday afternoon

Ericsson Line> and seized three second-class race
horsey, four light buggies, and « box of harness, in
the name of the United States Government, they
being confiscated to the same, being the property of
General James M. Ward, of Richmond, Virginia.
This man had ordered their removal from Conklin's
Stables, in this city, to- Baltimore, and it is thought
from thence to Richmond. The horses arc fine
animals, and the whole is worth about s£>,9oo.
An> tor Women.—A meeting was held oil
Saturday evening by a number of respectable gen
tlemen. in view of establishing a society, the object
of which is to advocate a superior education for
women, and to seek the establishment of a large
institution in which every art or trade at which
they can earn a respectable subsistence will bo es
tablished.
Tiie Home Guard Election.—The returns
of the election for Brigadier General of the Home
Guard, although not complete, yet it is supposed
from present indication? that General Plcasonton
has been re-elected by a dceMed majority. The
exact vote will not he known until 10-day.
Fell Dead. —Patrick Brniman fell dead at
the comer of Juniper and Market streets, yester
day morning. The coroner held an inquest.
FINANCIAL AND COMMERCIAL.
THE MONEY MARKET.
Philadelphia, Sept. 10,1881.
Prices at the Stock Board to-day were firm, but
the business trails acted were quite limited m amount.
City sixes, of the old issue, advanced. 1, and Lehigh
Valley Railroad stock gained 4 -
The money market is very quiet, the only move
ment -worthy of BOto being the subscription to the
new national loan, which continues to be active,
and daily increasing. The statement of coal ton
nage over the Delaware. Lackawanna, and West
ern Railroad shows an inercaso for the year 1861,
over 1860. of nearly forty thousand tons. The ton
nage from the Lackawanna region this season has
been more than one hundred and fifty thousand
tons greater than in 1860, while the Schuylkill
region falls off in its production some three hun
dred thousand tons, and the Lehigh region about
one hundred thousand tons. The working of the
agreement by which the great carriers from the an
thracite regions attempted to put flown competition
and give eaeh interest its fair proportion of the ton
nage, appears to he of advantage to the Lackawan
na region and disastrous to the Schuylkill region.
The United States Railroad arid Mining Re
gister comments upon these facts, and urges anew
a measure that we have repeatedly advocated in
common with other papers—namely, the employ
ment of steam colliers to ply between this city and
Eastern markets. The Register says that unques
tionably the commercial management of the coal
trade is beset with embarrassments, arising, first,
out of the tendency to over-supply, and, secondly,
from the fluctuations in consumption, according to
the activity of manufactures. This fact, though,
instead of inclining Schuylkill interests to treaties
with other interests, should rather make them he
sitate to bind themselves through emergencies
-which cannot he foreseen, because in time of re
verse in the market, individv.nl operators in the
Schuylkill are confronted by corporations that both
mine and sell, especially in the Lackawanna.
Hence, when undue competition prevails, it would
seem to be the part of sound policy on the part of
those carriers whose customers arc individual ope
rators. to impose SUCh Charges for transportation as
would at least enable their customers to hold their
ground in the general market.
This present season, the Schuylkill tonnage has
been saved from still further decrease by the low
sea freights from Richmond to ports East. For in
stance. for several months the freights to Boston
have been fifty cents lower than the freights pre
vailing in corresponding time last year ; the same
Is true of sea freights to other ports. These low
freights are due to the check given to the coasting
trade by the war, whereby additional coasters have
become colliers, the owners preferring u small com
pensation to idlenegs.
Indeed, since the organization of the Kesque
honing Railroad Company is a challenge by the
Lehigh to the Schuylkill to prepare for a division
of the Mahanoy coal tonnage, it may in turn be
hoove the Schuylkill to put a quietus upon all Le
high attempts after Schuylkill tonnage. With a few
steam colliers between this port and Hew Tort,
which, by the sea route, could make money on a
charge of seventy-five cents a ton. With coal
freights to Hew York reduced to that limitation,
the Nesquehoning would stand knocking at the
tunnel door.
The Farmers' and Mechanics’ Rank Of Milford
Delaware, has been organized and put in opera
tion. The directors were elected on the 26th of
August, and on the following day the directors
elected the officers. The names of the officers

president; John A. Hazzard cashier; Directors.

Counterfeiters seem to be particularly busy of
late, and withal rather successful. The number of
bank-note plates in use, with the character of
which it is impossible for the great moss of the
people to he acquainted, furnishes great facilities
for the success of these frauds. The fraud lately
noticed of counterfeit bills on the High Street
Bank of Providence, K. 1., is in extensive circula
tion, and we hear daily of the reissue of older
counterfeit?, of which the descriptions are likely
to have teen forgotten. The hard times have ope
rated dlraHrou&ly upon thieves and burglars, for
while people who came honestly by the goods in
their possession could find no market for them, it
seemed hardly worth while for villains to steal
goods that would be tenfold more difficult to sell.
Hence the wits of the thieving fraternity have
been more concentrated upon that class of frauds
that would be most likely to bring money directly
Into their hands, such a 3 the passing of counterfeit
notes apcl receiving good money in change, and til©
picking of pockets. Our readers should keep
themselves well provided with reliable counterfeit
detector?, and exercise particular vigilance in re
ceiving money from strangers, to see that it is
genuine*.
The New York Evening Post, speaking of
stocks and money in that city to-day, say? :
The stock market is quiet to-day, and very firm
in price on most descriptions. The leading feature
of the dealings is the continued rise in Federal se
curities. The six per cent, bonds of 1881 have now
returned to the price ruling previous to the battle
of Bull Bun. The coupons are 90&&90&, the regis
tered The other issues are also held higher,
and much of the business of the commission houses
is made up of orders for either bonds or notes. AH
the old i??ue? of sixes are scarce, the few lots which
had been returned from Europe having been ab
sorbed a long time since. The sales of the sixes of
1862.180 7. and 1868 have been in small lots only.
The treasury note market is firm. The six per
cents are selling at 98£n99, which is the highest
point yet touched, It is reported that Mr. Chase
has exhausted his authority, and the last payments
made yesterday. The notes arc wanted by
Importer? and the banks, the latter expecting to
use them in paTt payment on the second issue of
fiftv million of the national loon.
Southern bonds are dull. Missouri.® are In good
demand at 4S ; ;a43|. Tennessecs are weak and fell
off to 42,. These are pressed on the market,
for fear of confiscation. Georgias sold at 06. North
Carolina? are steady at 622a<K>. m
New York Central is dull and weak at •»&.
The Western stocks, on the contrary, are firm ; Ga
lena 69;, Toledo S0 B \ Rock Island 44?a45.
Milwaukee and Prairie du Chicn again advanced,
selling ol 19. Burlington and Quincy rose to 63ja
Money Is rather dearer,-though at a slight ad
vance in rates: the demand is freely met.. Call
loans are G per cent. Paper is l per cent, higher.
Name? which went a few days ago at 6 per cent,
are not negotiable under 6].
Exchange on London is steady ; sale? principally

Mile and Wagon* Camp at Perryville.—
The encampments about Perxyville, on the Susque
hanna, are quite a sight to the denizens, who. living
In a quiet neighborhood, nre unaccustomed to the
sterring character of war. There are hundreds,
perhaps thousands, of wagons at this place. Droves
of mules are constantly going forward to Perry
rille. and those the Government officers purchase
are branded on, near the shoulder, with “U. S. !J
The camp, as yet, is only in a state of formation,
and many more men and animals are expected to
be placed on the ground in a ehort time. A nun)'
her of Philadelphia officers are stationed at this
place. '
CITY ITEMS.
The National Loan.—About a million of
Sellars have already boon subscribed in this city to tha
patriotic loan, Philadelphia always does her duty; her
citizens contribute their means freely toward* the prose
cution of the war: her sons in the ranks of the defenders
of the Union number thousands; while we have here the
great military clothing depot of the country at tte Brown
Stone Clotlung Hall of Rockhill & Wilson, Nob. 603 and
605 Chestnut street, above Sixth. The uniforms-made at
this famous establishment are beyond the reach of cavil
in every respect.

The Rebels. —The rebels are marching
blindly to the goal of destruction. At last reports,, tlwy
were on the rear of die Federal forces, at Munson’s Kill
and along the. Potomac. Their force is estimated at one
hundred thousand men. Our army is fully as strong, and,
besides, have the advantage* of being clothed in elegant
and durable garments from the well-known Gift Clothing
Temple of Granville Stokes, 609 Chestnut street. Tliis-ny
the only clothing depot in the city where purchasers are 1
presented with gifts.

THOUSAND DOLLARS each, dated 19th August, 186l r
payable three years after date to the order of the sub
scriber or a-s directed, and bearing interest at the rate of
7 3-10 per cent, per annum, PAYABLE SEMI-AN
NUALLY : such interest being at the rate of TWO
CENTS FOB EACH DAY ON EVERY HUNDRED
DOLLARS. For the convenience- of the holder, each
note will have coupons attached exprewing the several
amounts of semi-annual interest, which coupons may be
detached and presented for payment separately from the
notes.
Subscriptions for suelr Treasury Notes- will be received
during FIFTEEN DAYS from the day of opening the
book as aforesaid. No subscription for less- than FIFTY
DOLLARS, nor for any fraction-of that sism, can be- ro
ccivedi Subscriptions of fifty dollars or One hundred
dollar.** must be paid in lawful coin of the- United States
at'the time of subscribing. Subscriptions of more than
one hundred dollars may be paid at once; or, if preferred,
one-tenth at the time of subscribing and one-tlurd of the
whole amount on every twentieth day tlvcrcafter until
the whole shall bo paid. No payment of le«r than- fifty
dollars can be accepted,-that being the smallest suov for
which-Treasury Notes can be-issued.
Certificates will-be-grantcd fa duplicate to subscribers
for the amounts so paid, the original of which the sub
scriber will transmit by mail to the Secretary of the-
Treasury, when Treasury Notes, ae aforesaid,, will be
issued tliereon to such- subscribe or his order, carrying
interest as expressed in such certificate j. but in oases
whe-rs-only part of the amount subscribed is paid- at the
time olsubscribing, Treasury Kotos will be issued only
for the payments made subsequently to the first, which
will remain until the whole amount subscribed by such
person shall be paid,. when Treasury Notes will be issued
for such first payment al?o. On payment of each de
ferred instalment,, the subscriber will pay, in addition
thereto, a sum equal to the interest accrued thereon
from the 19th of August to the date of payment* and on
final payniont like interest on the amount paid on sub
scription, which payments of interest will be reim
bursed to the- subscriber in the payment of the first
coupon.
The Treasury Notes issued upon such cm*4lficates by
tho Treasury will be sent to the subscribers by mail, or
such other mode as may be indicated by them when they
transmit their original certificate*. The duplicate cer
tificates may be retained by them for their own secu
rity.

publishing these presents in at least two of tho daily news
papers printed and published in the City of Philadelphia,
