About 10 o'olook yesterday morning a fire was
ditoovered in the tipper story of the store No 23
North Front street. The store is one of a block of
four belongthe to the Girard estate. They ran
through from Front street to Water, with a height
of six stories on the lestmamed thoroughfare and
four on Front street. The building in whleh the
flames commenced was 000dpied by Bp•oat, Man.
tyre, kQo , dealers in rope, twice, , and in
materials for manufacturing snob articles. The
fire was confined to the upper story and roof. The
apartment was stored with gunny begs, fate, and
other oombnatibles, whitish burned raptdly and
°Dosed a very dense smoke.
The firemect were soon at work, and they poured
a perreot deluge of water into the building, bat
the fire continued to burn for an hour. The stalk
in the other portions of the building suffered
ly from toe water tieoessarity thrown upon
the flames There were ao battlements between
the different buildings of the Moot, and the 6re
extended to No 25 a:templed by Mr. Daniel
Olean. The firemen cut away the tin roof and
extinguished the fire there before it had done
reset' damage.

But a brim reference to the, points involved is,

James G. • Edwards, Thomas G 13,1wardi, and
Messrs Prather, & Billings. James, however, was
the only real defendant, the others being -merely
nominal patties
In his bill be alleged that he was the equitable
owner of the Girard House, although the legal
title was in his brother James, and preyed a de
oreedueoting the reconveyanee of the legal title
to him. The averments of the bill in support of
this claim were, that he bad purebased the lots of
ground on whiob toe hotel is ereeted, and had far
nirbed the means for the cenetruotion of the same,
out of Ma private rands, the legal; title, for come.

The answer of Junes dented these facts, and as
serted, on the contrary, that while lt was true that
advents's+, toward the purchase of the ground and
the erection of the hotel building had been made
by the complainant, yet they were merely loans to
the defendant, and had been paid by ground rents
and mortgages created by him in favor of oom
plainsist.
The whole matter was referred to • muter, as
before stated, and to' his report exceptions were
filed, and beard at Niel Prins before Mr. Jnetpoe
Woodward, to whose decree exoeptlons were also
died, and the ease than certified into the Supreme
Court., It was argued bare at the January term_
and the opinion of the court, also delivered by
Juetioe Woodward, has just been rendered.
It ii too extended for our ',Mumma at present, and
-we present to day, therefore, merely the .deoree,
whioh, however, contains the aosual decision. It

The stock market was dull today, with almost
entire absence of any speculative feeling. Prices
were weaker for many good seouritliss, and for the
fanoies quite unsettled.
State bonds receded to 77} ; City nixes (new
told at 97.
Reading Railroad stook finotnated between 17
and 17 89 100.
The 'money market is nnohaeged. For ,call
loans upon flrst-olass stock eollaterals the rates of
Interest are rooted at $ to 6 per tient , and a few
names are gamed at 6 per oent for business paper,
though the great mass of oommereial paper sells
very slowly, if at all, and at much higher rates.
The StateTrioasorer is ready to pay the interest
on the Pennsylvania loan falling doe Angnat I, on
that day, at the Farmers' and Meohanice Bank.
The New York flub• Treasurer, Mr. Ciao, has
been authorised by the Sanitary of the Treasury
to retfeive subscriptions for the 7,3 10 per cent.
Treasury notes, to run three years, from - any per
sons who may prefer them to the sixty-day 6 per
cents. The 7 8-10 per Bents. are convertible at any
time within three years into a twenty-year stock,
and we bear that the security in this form finds
ready buy are. The Assistant Treasurer continues
so sell the sixty-day 6 per cents. where parties wish
to employ their means for a short period only.
The Baretary of the T ry has recently
mace several decisions under the tariff sot of 1861.
which are of some interest to importers. •
Canary seed was claimed by the importer to be
free under the provision for "garden seeds and all
other seeds for agricultural, horticultural, medial
nal or mechanical pnrpesee." The Secretary heads
that the classification of seeds is the same under
this tariff as under the laat, and, therefore, in eon
fotmity with the decision of a former Secretary,
planes them among the unennmerated articles, sub
ject to a duty of ten per cent.
India rubber in strips, unatanufatured, had
been held by the collector of New York to be an
unenomerated article. The Secretary holds that
it comes properly within the scope of the provision
which makes " India rubber, in bottles, slabs or
sheets, numenufactured," free of dacy.
Tyrian dye, the importer claimed drenter "un
der the 20th notion of the act of 1842, as bearing
similarity In nature and nee it is put to, to arti
cles in a crude state, used in dyeing or tanning
not otherwise provided for,' made free by the
tariff act of 1861." The Secretary holds that the
article is a manufacture not enumerated, and sob
jeot to a duty of twenty per cent ; and says that
t• the appliciation eo this casecif the 20th @cotton of
the tariff set of 1842, suggested by the importer,
cannot be allowed That section has exclusive
reference to the classification of nuenumerated
articles subject to duty, but it cannot trander a
dutiable impale to the free list."
Caustic soda, in like manner claimed to he so
by operation of reetion 20 of the sot 'of 1842,
held to be a ibliDtifiettire net enumerated, and
subject to a duty of twenty per cent.
Peterson's Counterfett Detector, for August 1,

contents. The fourth page of this number ought

gives the deteriptione of many plata', engraved in
the best style, and capable of being altered to

The Boston banks, having been atnired by Mr .
Chase that tbe five millions asked for by the Go
vernment shall be considered a part of the na•
lions] loan, have subscribed very -liberally, in
