The Postmaster General having received many

privilege, has prepared the following letter as a
general answer

Sla: Your letter" of the 18th inst. is received.
The franking privilege, conferred upon members
of Congress, was intended to sover their own 002..
reerendenoe, public or private, and such public
documents as may be sant free of postage under
the several laws of Congress It is a personal
privilege; travels with the party enjoying it; can
be ei , rtfised in one ptaoe only at the DARIO *10141.,
and cannot be delegated to another. It therefore
follows that the franking of letters wriden by
others, and in which the member has no interest,
is not within the Spirit or the moaning Of the lair.
Any construOlion of it conflicting with this view,
has not received, and cannot receive, the sanction
of the D.partment.
The genuine frank endorsed on a letter by the
member himself is, prznms frac, correct and legal.
If, however, it appears clearly that the member is
not at the time, nor has :eoently been, in the vici
nity of the office of mailing, or that the use of the
frank appears to be utterly apart from and clover-
tag matter not known to the member, you will m-
Elllll6 the use of the frank to be unauthorized' by
him. as you cannot presume that one of the maker:
of the laws will consent to their violation. All
such matters must be held for postage ; and if the
writots, after general notice, do not come forward

SANTA PS June A —Late reports from the Rio
Sm Juan mining dittriet have again given Oenfi
deuce in the rionness of that auriferous region. It
is confidently asserted by creditable persons just
from there and who intend returning immediately,
that diggings have recently been discovered that
will abundantly pay. .t give this for what it is
worth, trusting to time fora confirmation.
I hope I will be pardoned for again alluding to
the loyalty of the Masons of Now Mrsleo, who,
upart no orameion, have evinced a deposition to
change their politieal relations My reason for al
lading to this subject a second time is the wilful
perste:once by some papers in the States to eh si
us as wanting in fidelity to the Union.
During the past week there have been refreshhus
Asmara in the neighboring emetics of Taos and
San Miguel, which wi-I prove of incalculable bene
fit to the growing crops. The hiavajoes, on the
18th ult., killed the keeper of the toll gate an the
.4digniu and Psjeso road. On the same day the
same party attacked some Mexican oitirms, killing
one and wounding another. Thews outrages were
committed on Tuesday, and on the subsequent
Saturday two Americans were murdered in the
same vicinity. They were suopos4d to be on their
way from the San Joan. Within the past two
weeks Ave Americans and three Mexicans have
been killed and scalped on the Animas road by
those devils incarnate.
