take to attain the highest position in public speaking?
Every other art has a system of study, rules and pre
cepts, a method by which to porfect the.oratorical aspi
rant: here ha is loft to, lus own unaitjod powers, to

mentanu doubt at.every trial. And yet, the ability to
deliver an easy, fluent, oorreot extemporanoouß speech,
id & great power to be.aoquired, by a series of blunders

the entire eradication of all mannersm. :Tma power is
most emphatically an aet. os capable as any of being
reduced to a system, and tausht and Acquired as such
under competent and careful criticism, and the power
to clothe our. thoughts in appropriate language is Os

undisciplined, but for those who have. seen enough nf

are accomplished. First, the improvement nf the voice
in elocutionary drills. Second, the power of delivering
a fluent, impressive, extemporaneous speech, byineans
of debates, and the formation or a deliberative body,

pubjio life., Third, the accumulation of a mass of infor
mation, which can be acquired under this system, While
