LOCAL OPTION LAW.
The Cameron Herald of last week
contains tbe following timely suggestions
on what is popularly known as tlio "Lo
cal Option Law" of tlio State, and upon
Which the people ot Elk County are to
pass at the coming Countyelections on
tho 11th of February, 1873. The Her
ald says:
"The Legislatnre having delegafcd to
the people the ritihf to repeal the liquor
license law of the State, by counties, a
very important question will arise in
those counties where the people vote for
no license. As thcie are no reservations
or exceptions in the act, it is suggested
that when the people of a county vote
for no license, they have, so far as that
county is concerned, repealed the pres
ent liquor law, penalties and all. If such
be the case, then there would be noth
ing to prevent the indiscriminate sale of
liquor lti the county; there would be no
, law authorizing a conviction for selling,
or if convicted no penalties to inflict.
W o do not propose at this tinio to ex
press our own opinion on the question,
but leave it for the discussion of those
more directly interested,"
It will be found that the law is em
braced in three sections, two of which
are to be found in the sheriff's election
proclamation. The 3d section provides
that it shall not bo lawful for any court,
or license commissioners to giant license
to any person, or persons, m any City or
county where a majority of the voters
shall declare against the operation of the
license law. It further provides that the
law shall not be construed so as to effect
license to druggists to sell for medicinal
purposes. The last proviso of the section
referring to the time of holding the mu
nicipal election in the Borough of Leb
anon. Now it will be seen by referaiicc
to the law that it simply authoiizcs the
electors of the cities and couuties in the
Commonwealth, to declare the license
law operative, or inoperative ouce in
three years. If a mnjority of the "otcrs
shall say '-no license" in any city, boro.,
or couuty iu the State, then so far as
that city, boro. or couuty is coucerned,
tbe courts or license commissioners cau-
not gran license except to druggists for
medicinal purposes. There are no pains
or penalties attached to the law, no
means are prescribed for prosecutiu
persons who may sell liquor in any dis
trict declaring against the operation of
the license law. The license law in all
its parts is inoperative in such district,
aud for the term of three years stands
as though no license law with its pains
and penalties stood upon our statute
book. In our judgment the law is very
incomplete.
A Michigan Saw Mill.-The Sa
inaw Courier says that by no means the
largest, but certainly one of the liveliest
mills on the river is that of Sears & Hol
land. With a capacity of 1G,000,000
leet per season for an ordinary season
running 12 hours a day, thoir mill cut
last year 10,107,403 feet of lumber aud
l,314,0o0 pieces of lath. Of cojise to
accomplish this the mill run nights a
portion of the time. This falls a little
short of last season's cut, but it must be
remembed that the season opened very
late, closed tolerable early, and that the
mill shut down about a month durio"
the strike last season- All thinss coo
sidcred, we do not believe a mill on the
river can show a better record. The
armament of the . mill consists ot one
gang, one circular and one mulay saw.
Sixty-five is the number of men employ
ed about the mill. In connection with
the mill there were manufactured 421,-
577 staves, and 10.802 barrels of salt
were manufactured in the salt block con
nccted with the mill.
Great Railroad. With the close
of the year the Atchison, Toptka and
Santa Fe railroad was completed to the
west line of the State of Kansas. This
road is four hundred and eighty miles
long, and runs from Atchison, iu the
northeast corner of the State to the ex
treme southwestern corner.
From the point now reached tho road
will immediately strike Publo, Col., at
which point direct connection will be
made with roads now almost completed
with the Pacificooast and Sau Francisco.
Pueblo is only a few miles from the
northern 4ine of New' Mexico. From
some point on the main line the manage
ment will construct a branch down iuto
New Mexico, and thus open up a vast
country rich in minerals and agricultural
resources, but now almost entirely with
out communication with tbe rest of the

During the year 1872 the Northern
Centeral railroad delivered 22,854,458
feet of lumber at Baltimore, and the
grain reached 1,577,794 bushels. The
traffio of tbe year shows an increase of
76,446 tons over tho business of 1871'

of granting licenses to sell intoxicating

"against license in the manner provid
ed by the 1st section ot the aforesaid
Act, hereinafter recited:
Section 1. Be it enacted, frc, That
on the third Friday iu March, one thous
and eight hundred and sevcuty-thrcc, in
every city and county in this Common
wealth, and at the annual municipal
elections every third year thereafter, in
every such city and county it shall be the
duty of the Inspectors and Judges ol
elections in the cities and comities, to re
ceive tickets, either written or printed,
from the legal voters of said citits aud
counties, labelled on the outside ''licen
se," aud on the iusido, "for license," or
"against liceuse," and to deposit said
ticket in a box provided for that pur
pose by said inspectors and judges, as is
required by law iu the case of other
tickets received at said election; and the
tickets so received shall be counted,
and a return made to the clerk of the
Court ol Quarter Sessions of the peace
of the proper county, duly certified as is
required by law, which ceitifieate shall be
laid before the judges ol the said court
at the first meetiu" of the said court af
ter said election shall be held, aud shall
be filed with the other recurds ot said
court; aud it shall be the duty ot mayors
of cities and sheriffs of couuties, ot aDy
other officer whose duty it may be to
perform such-service, to give due public
notice of such special election provided
for three weeks previous to the time ot
holdiug the same, and also three weeks

Skc. 2. That in receiving and count
ing, and in making returns of the votes
cast, the inspectors and judges, and
clerks of said election shall be aovemeu
by the laws of this commonwealth regu
lating general elections; and all the pen
alties of said eleetiou laws are hereby
extended to, and shall apply to the voters
inspectors, judges and clerks, votiug at
aud iu attendance upon the elections
held under the provisions of this act.

data of the annual gold supply, except
f ince the year 1818, when the California
discoveries were made. 1 revmus to that
time Humboldt estimated the world's
stock of gold at $10,000,000,000, al
though the authorities widely differ ou
the subject. The gold product, from

ed by any certainty.but it has been vastly

doubtless diminished during the period

is 480 grains, which divided by 25.8

Postal Telkghai'HY. A proposition
was made at the late session of Congress,
lo establish a system of telegraphy, un
der the protection of the government,
whereby rapid tiausit of intelligence
could be had at greatly reduced rates.
This proposition, it seems to us, is in
tended to coufer a 7ust benefit upon the
people at large, though it is exceedingly
distasteful to the Telegraph Monopolies
of the country, aud will meet., from them,
with a strenuous opposition.
1'Tie argument advauced against it by
these capitalists is at fault. They say
the General (iovcruuicnt would assume
undelegated powcrand subvert the rights
of private citizens. But tho saiuo might
have been said against the U. S- mail
system, and yet that system has proven
both necessary and beneficial. The fact
is', these monopolists of the Telegraph
business will be checked in their extra
ordinary career, by the establishment ol
such a syateiu of communication, uid
the masses would be greatly the gainers.

A Severe accident happeud to our
worthy townsmen, Mr. W. II. Schram,
on Tuesday last. He was driving his
team towards the depot, when nearly op
posite the hotel of Mr. Robert Warner's,
the whillltrec boll (1 roped out, causing
the tongue of the sleigh to diop down
which lrighteued the horses into a run.
Mr. S. was thrown over tho dash-board
striking the ground ou his back, two or
three feet beyond the end of the sleigh
tongue. He is coufined to his bed aud
is in a suffering couditiou.

er Esq., we are pleased to learn is fast
recovering from his attack of rheuma
tism. Hitherto Mr. Souther has been
for weeks confined to his bed wheu this
terrible disease uiade its attack upon him,
now iu less than seven days he is per
mitted to be setting with his family, and
why? Simply because Dr. T. S. Ilartly,
the Physician of the Couuty, has attend
ed him.
