Israeli terror suspect on murder charges JERUSALEM, Israel -- An American-born Israeli man, called a terrorist by Israeli po lice, was indicted Thursday on murder charges despite his at torney's concerns about his mental stability. Yaakov "Jack" Teitel, a West Bank settler, was indicted on two murder charges, four at tempted murder charges and several lesser charges, includ ing carrying and manufactur ing weapons, Israeli court authorities said. Teitel, 37, was arrested last month in connection with a string of attacks and murder plots over the past 12 years against Arabs, homosexuals, leftists, messianic Jews and po lice, according to Israeli police and security forces. China criticized over alleged 'black jails' BEIJING, China -- Chinese authorities should abolish secret jails used to unlawfully detain citizens who travel to the capital and other major cities to file complaints, Human Rights Watch says. For the past six years, citizens have been held without commu nication in so-called black jails, often located in state-owned ho tels, nursing homes and psychi atric hospitals, according to a new report from the human rights group. Most of the detainees are from rural areas and travel to major cities to submit grievances at pe titions and appeals offices, which address cases without going to court, Human Rights Watch said. 3.
